Predmet javne nabave je odabir upravitelja (operatera) Postrojenja za sortiranje odvojeno sakupljenog otpada Herešin, uključujući prihvat, sortiranje, mehaničku obradu, baliranje, privremeno skladištenje i predaju odvojeno sakupljenog komunalnog otpada ovlaštenim oporabiteljima i reciklerima. Procijenjena vrijednost nabave za razdoblje od pet godina iznosi 812.500,00 EUR bez PDV-a, odnosno najviše 162.500,00 EUR godišnje. Navedeni iznos predstavlja maksimalnu naknadu Naručitelja za pokrivanje razlike između troškova i prihoda upravljanja Sortirnicom. Planirana količina otpada na ulazu iznosi oko 2.500 t/god uz učinkovitost razdvajanja od 60 %, kako bi se ostvarila ciljana količina od najmanje 1.500 t/god otpada pripremljenog za recikliranje. Operativna naknada („gate fee“) za količine do 2.500 t/god preuzete od korisnika obuhvaćenih Sporazumom iznosi 0,00 EUR/t, ukoliko je ostvarena ciljana količina od najmanje 1.500 t/god otpada pripremljenog za recikliranje. Za količine iznad navedenog praga operater može predložiti drugu naknadu uz prethodno pisano odobrenje Naručitelja. Troškove zbrinjavanja tehnološki izdvojenog neiskoristivog materijala („škarta“) snosi korisnik koji je otpad dopremio na obradu. Procijenjeni trošak zbrinjavanja iznosi oko 207 EUR/t bez PDV-a za odlaganje na Odlagalištu Piškornica. Upravitelj Sortirnice obvezan je ostvariti ciljnu količinu otpada pripremljenog za recikliranje od najmanje 1.500 t/god. Ukoliko ciljna vrijednost ne bude ostvarena nakon prve pune kalendarske godine upravljanja, Naručitelj zadržava pravo raskida ugovora. Prihvatljivom ponudom smatrat će se ponuda ponuditelja koji, uz ispunjenje svih uvjeta dokumentacije o nabavi, ponudi najniži iznos naknade Naručitelja za pokrivanje razlike između troškova i prihoda poslovanja.
