This tender concerns the successive collection, transport, and management of components intended for the production of alternative Refuse-Derived Fuel (RDF). These components originate from the waste recovery and sorting processes at the Waste Management Plant (ZZO) located in Toniszewo, Wągrowiec municipality. The management of these components must strictly adhere to current legal regulations and the recovery processes outlined in Annex 1 of the Waste Act of December 14, 2012 (consolidated text in the Journal of Laws of 2023, item 1587, as amended). The contracting authority estimates that approximately 1300 Mg of RDF components will be generated monthly, though these quantities may fluctuate during the contract period. The materials used for producing these RDF components include unsorted municipal waste (code 20 03 01), packaging waste (from group 15), waste paper, and plastics. The RDF components will be prepared for collection in a compressed form, bound with steel wire, or in a loose state, with a 50:50 ratio depending on the plant's resources. This fraction is characterized as oversieve, high-energy, unsuitable for recycling, with a size above 80mm, and free from metals, stones, and organic matter. The final determination of the material to be collected will be made upon the transport's arrival at the weighbridge. Compressed bales will measure approximately 80x100x120 cm, with an average weight of 550-650 kg. The specified qualitative parameters for the waste include a calorific value ranging from approximately 10 to 13 MJ/kg and moisture content above 15%. These figures are indicative and may vary depending on the specific batch of waste.
