Flood reconstruction – Expansion of voivodeship road No. 458 on the section Kantorowice–Lewin Brzeski–DK 94

1. The subject of the order is flood reconstruction – expansion of voivodeship road No. 458 on the section Kantorowice–Lewin Brzeski–DK 94 in the "design and build" procedure in accordance with the SWZ conditions. Common Procurement Vocabulary code and name: 71223000-7 – architectural services for the expansion of building objects; 45000000-7 – construction works; 45110000-1 – demolition and dismantling works; earthworks; 45111200-0 – site preparation works and earthworks; 45231400-9 – construction works for power lines; 45231600-1 – construction works for telecommunication lines; 45233000-9 – works for the construction of roads, highways, and their foundations; 45233100-0 – construction works for roads and highways; 45233200-1 – works for various types of surfaces; 45233300-2 – foundation works for roads, highways, streets, and pedestrian paths. 2. Description of the subject of the order. The subject of the order is the execution of design documentation for construction and execution, along with the reconstruction of the road within the investment project titled: "Flood reconstruction – Expansion of voivodeship road No. 458 on the section Kantorowice – Lewin Brzeski – DK 94. The investment is located in the Opole Voivodeship, Brzeg County, Lewin Brzeski Municipality, and consists of the Kantorowice–Lewin Brzeski section, i.e., from the intersection with DP 1182O to the town of Lewin Brzeski, approximately 1.2 km long (14+990–16+150), and the Lewin Brzeski–DK 94 section, i.e., from the intersection of DW 458 with Kościuszki Street in Lewin Brzeski to the intersection with DK 94 in Skorogoszcz, approximately 4.1 km long (17+090–21+280), excluding the section within the railway area. The length of the planned road reconstruction will be approximately 5.21 km. The scope of the investment includes: 1) removal of flood consequences from 2024, 2) strengthening of the existing road surface structure with adaptation to an 115 kN/axle load, 3) widening the carriageway to 7.0 m with Class G road parameters, 4) raising the road level in sections in undeveloped areas – DK 94 Lewin Brzeski, 5) construction of a pedestrian and bicycle path, 6) construction of shoulders, 7) construction and reconstruction of sidewalks and entrances, 8) reconstruction of engineering structures under the roadbed, 9) reconstruction of intersections of the voivodeship road with other public roads, reconstruction of existing bus stops, 10) adaptation of buildings for use by disabled persons and construction of road safety elements, 11) reconstruction and restoration of the road drainage system, including the reconstruction of roadside ditches, 12) reconstruction of the storm sewer system, 13) reconstruction of road lighting, 14) construction of a technological duct, 15) reconstruction of collisions with infrastructure networks related and unrelated to the road and felling of colliding trees. The project may necessitate the demolition of fences and their reconstruction due to the need to acquire land for road infrastructure. The subject of the order is the task consisting of: 1) development of design documentation based on the functional-utility program and the environmental conditions decision issued by the Mayor of Lewin Brzeski Municipality, along with obtaining the necessary permit in accordance with the Act of July 7, 1994, Building Law (Journal of Laws of 2025, item 418 – consolidated text with subsequent amendments) or a decision on granting a road investment permit in accordance with the Act of April 10, 2003, on special principles for the preparation and implementation of investments in public roads (Journal of Laws of 2024, item 311 – consolidated text). A water-legal report must be prepared and a water-legal permit obtained, as well as other elements necessary for the implementation of the task and obtaining permits, agreements, and approvals resulting from the scope of the project, and acceptance of the complete documentation by the Voivodeship Road Administration in Opole.
