Removal of consequences of the accident in Hustopeče nad Bečvou - II stage of remediation - monitoring and supervision

The subject of the public contract is the comprehensive provision of surface water monitoring and the performance of independent supervisory activities over the implementation of remediation and related works in the accident-affected area. The performance will be carried out to the extent corresponding to the requirements of state administration bodies, especially the Czech Environmental Inspectorate, and in accordance with applicable legislation and relevant technical standards, especially the ČSN EN ISO series for water sampling and analysis. The scope of individual activities is based on the itemized budgets for surface water monitoring and supervisory activities, with these activities forming an interconnected whole. The contracting authority requires that the performance be ensured as a continuous and time-linked process without interruption, throughout the entire period of contract implementation. The contractor is obliged to organize work so that individual activities (sampling, laboratory analysis, evaluation, and supervisory control) are carried out in logical succession and that the outputs from these activities are available to the contracting authority as soon as possible. Emphasis is placed particularly on the operational efficiency and timeliness of the provided data, which will serve as a basis for the contracting authority's decisions on further steps to address the emergency situation. The contracting authority further requires that the contractor be able to respond flexibly to the development of the situation in the area, especially to changes in the scope or intensity of pollution. The contractor must be prepared, based on the contracting authority's instructions, to operatively adjust the frequency of sampling, the scope of monitoring, the number of analyzed samples, and the intensity of control and supervisory activities. At the same time, they must have sufficient personnel and technical capacities to ensure these requirements without delay. All activities must be carried out by qualified personnel, using appropriate technical equipment, and in compliance with the requirements for quality, work safety, and environmental protection. The contracting authority requires that all outputs be processed clearly, comprehensibly, and to an extent that allows their direct use for contract management and control activities. The goal of the performance is to ensure continuous, reliable, and verifiable information about the state and development of surface water pollution, and at the same time, independent control of the implemented remediation works, thereby creating a high-quality basis for the contracting authority's operational and strategic decision-making.
