Open procedure (EU-wide) for the award of services for the implementation of traffic safety measures (tree inspection and tree maintenance) on properties in Bavaria, Bundesanstalt für Immobilienaufgaben, VOEK 045-26

The Munich Directorate, FM Headquarters manages federal properties in Bavaria with its Facility Management division and awards traffic safety measures on properties in Bavaria. --- The service is divided into a total of 8 lots. --- Lots 1 - 4 cover tree inspections and Lots 5 - 8 cover tree maintenance measures. --- Lots 1 - 4: 1. Services for tree inspection (traffic safety work) 2. This is a contract for work with a maximum duration of 4 years. There is no entitlement to a minimum quantity. Billing is based on services actually rendered.

3. On the individual properties, inspections are scheduled to take place once or twice a year (inspection interval A: 1x per year alternating leafed/unleafed – inspection interval B: 2x per year leafed/unleafed) as well as "special inspections" (e.g., after storms) as part of traffic safety (tree inspection).

4. On properties where access restrictions and, if applicable, the type of inspection are noted in the WE list (Appendix C-03) under the heading "Special features", the contractor must fill out or submit the corresponding document. This is done via the respective property team and before commencing services. The respective templates are part of the contract. 5. Existing tree inventories for individual properties are published for an overview of the existing tree population and for bidder calculation. 6. The following measures are to be carried out, depending on the lot: - New creation/initial recording of tree inventory (once at the beginning of the contract period or upon new recording of a property) - Revision of tree inventory - Regular inspection of individual trees - Area-wide regular inspection - Tree tags/re-numbering - Creation and delivery of an overview map per property including updates - Flat fee for technical inspection of tree maintenance work - Technical inspection of tree maintenance work from regular inspection of individual trees - Technical inspection of tree maintenance work (for 10% of trees) from the estimated area-wide regular inspection: Lot 1: 69,628 m² and 3,163 trees, Lot 2: 6,305 m² and 1,351 trees, Lot 3: 156 trees, Lot 4: 226 m² and 24 trees Demand item: - New creation/initial recording of tree inventory (once upon new recording of a property) - Tree tags/re-numbering - Application for permits from the responsible authority - Attendance of meeting/coordination appointments - Area-wide regular inspection --- Lots 5 - 8: 1. Services for tree maintenance (traffic safety work) 2. This is a framework agreement with a maximum duration of 4 years. There is no entitlement to a minimum quantity. Billing is based on services actually rendered.

The following measures are expected: - Young tree maintenance (training or structural pruning) - Crown maintenance - Removal of deadwood - Felling - Shortening (individual branches, parts of the crown, crown) - Aftercare of damaged trees with stem formation - Removal of trunk and stump sprouts - Clearance pruning - Stump grinding - Formative pruning - Removal of foreign growth - Additional services (e.g., participation in meetings) - Site setup (barricades according to standard barricade plan, installation of traffic lights, setting up a full road closure, placing no-parking signs)
