Description

Offshore cable handling and repair equipment /Request to Participate The Finnish National Emergency Supply Agency (hereafter NESA) is seeking a reliable and experienced partner for manufacturing and supplying a modular offshore cable handling and repair equipment. The partner has equipped at least 3 vessels of opportunity (not originally built to be a cable repair vessel) with comparable cable repair equipment. We kindly request your participation to tendering process based on the technical and commercial requirements described in this document. NESA has begun a project for establishing a modular performance for undersea cable work and repair performance to be used in Baltic Sea to enable performance to repair and maintain subsea cables in the Baltic and Bothnic region using stateowned equipment. NESA is establishing a joint consortium with main participants; Post- och telestyrelsen, Sweden and Elering AS, Estonia. Other participants are Cinia Oy, Affärsverket Svenska Kraftnät, Kliimaministeerium and Justiits- ja Digiministeerium. The philosophy of the system and its performance is to purchase a storable and modular equipment and system which shall be located and stored in Finland and ready to be installed onboard an offshore construction or a support vessel on a Finnish shipyard or harbor facility in quick timeline. This is a negotiation procedure and in the first stage, the bidders selected for the first call for tenders round are selected. If there are more than 5 applications that meet the requirements, the candidates who will proceed will be selected based on the scores. In the second stage the selection criterion for the request for quotation is the best price-quality ratio. Price weight will be 60-80 % and quality weight (within quality requirements) 20-40 %. The procurement is conditional until it is known whether EU funding will be available for the procurement. Estimated time when the matter will be resolved is autumn 2026.
