1. The subject of the order consists of two tasks: 1) Task 1: Implementation of a qualitative pilot study conducted using the focus group interview (FGI) method (hereinafter "Qualitative Pilot Study"). 2) Task 2: Implementation of surveys using the self-administered online survey technique (CAWI) among the adult population registered in an online research panel (hereinafter "Quantitative Study") 2. A detailed description of the subject of the order is Annex No. 2 – Description of the subject of the order and Annex No. 5 - draft contract provisions. 3. The Contracting Authority does not allow for the submission of partial bids. 5. Pursuant to Art. 91 sec. 2 of the Pzp Act, the Contracting Authority indicates that the failure to divide the order into parts results from the following circumstances: Dividing the order into parts would pose excessive technical difficulties, excessive execution costs, and the need to coordinate the actions of various contractors performing individual parts of the order could seriously jeopardize the proper execution of the order. It is impossible to divide Task 1 into smaller parts both methodologically (the number of planned focus groups is too small to divide; if divided, no contractor would gain full knowledge allowing for comprehensive recommendations). There are also no economic grounds for dividing the planned number of groups. The Contracting Authority would "double" finance part of the costs. It is unjustified to divide Task 2 into smaller parts, as execution by several contractors would require additional verification of participant uniqueness among each subcontractor (in particular by collecting consent from panelists for the processing of their personal data by an additional entity and the consent of the contractors themselves for such action) – which could significantly increase the cost of conducting the study, and the consent of the subcontractors themselves for such action is also questionable; One of the most important goals of Task 1 is to define potential communication and implementation barriers in the execution of Task 2. Reliable acquisition of knowledge in Task 1 and development of solutions based on it is in the direct interest of the company performing Task 2. Obtaining maximum knowledge and maximum efficiency of its use is possible by entrusting both tasks to one Contractor. The solution mitigates the risks of insufficient commitment to the execution of Task 1 and the transfer of insufficient information for the effective execution of Task 2. Entrusting both tasks to one Contractor increases its responsibility for the results obtained in both tasks. 6. The Contracting Authority does not allow the submission of variant bids or bids containing alternatives. 7. The Contracting Authority does not allow the submission of partial bids. 8. The Contracting Authority does not allow the submission of variant bids and bids in the form of electronic catalogs. 9. The Contracting Authority does not foresee the conclusion of orders referred to in Art. 214 sec. 1 point 7 of the Pzp Act.
