Maintenance of civil engineering structures

When tendering for this Assignment, the Contracting Authority has not opted for the application of lots because the Assignment is not suitable for division into lots. The Contracting Authority has chosen to tender this Assignment in one lot with the following motivation: • The Contracting Authority aims with this Assignment to bring a coherent set of tasks and responsibilities to the market so that the Contractor and the Contracting Authority can enter into a partnership for the execution of the entire set of tasks and responsibilities. • the coherence in time and coordination between the different activities is such that division into lots is not desirable. • The Contracting Authority wishes to deal with one responsible party in case of defects, warranty issues, etc., and not with multiple parties who try to shift responsibility for these matters among themselves. • the size of the Assignment is such that it is also accessible to SMEs. The Municipality of Tilburg wishes to award the Assignment “Maintenance of civil engineering structures” to one contractor for the coming years through this tender. The Assignment that the Contracting Authority needs to fill and for which it is looking for one Contractor to conclude an Agreement concerns “Maintenance of Civil Engineering Structures” for the Spatial Development department of the Municipality of Tilburg. For this Assignment, the Contracting Authority wishes to enter into an agreement with a reliable Contractor who has sufficient knowledge to inspect, maintain and repair defects in the area of wooden, steel and concrete structures. As an extension of the Contracting Authority, the Contractor shows commitment and responsibility towards the organization and the city. In addition, the Contractor advises the Contracting Authority on carrying out necessary major maintenance and replacement by keeping the multi-year maintenance plan (MJOP) up to date. The Assignment comprises approximately 674 objects. The area of civil engineering structures will be recorded in the agreement. The Assignment broadly consists of three 3 parts: • carrying out daily and preventive maintenance work; • repairing defects from baseline measurement and future defects from annual inspections; • the annual inspection of the area, which is not included in the condition inspection that year. The Contracting Authority estimates the contract value based on current data at approximately € 500,000,= excluding VAT per year, of which € 150,000,= excluding VAT per year for daily and preventive maintenance and inspection (Service) and € 350,000,= excluding VAT per year for the repair of existing and future defects (Work). With the initial term of 5 years, the contract value thus amounts to approximately € 2,500,000,= excluding VAT. With the total (potential) term of 10 years, the contract value thus amounts to approximately € 5,000,000,= excluding VAT.
