De ondersteuning moet binnen 2 jaar leiden tot een besluit op de ALV van een uitgekozen VvE voor het nemen van ten minste één verduurzamingsmaatregel. Dit is bij voorkeur een isolatiemaatregel maar andere maatregelen zijn ook bespreekbaar. Het aantal op deze wijze te bereiken VvE’s is 77 stuks in twee jaar, in het PVE staat dit nader omschreven.
