Contracting of an Official Public Auctioneer, through accreditation, to meet the needs of the Regional Council of Accounting of the State of Amazonas for conducting online/virtual auctions, on demand, for the disposal of movable assets, including computer equipment, vehicles, uneconomical, obsolete, unusable, idle assets, and those replaced due to time of use, owned by CRCAM. This contracting is justified by the need to comply with legal obligations for conducting an auction to sell assets belonging to CRCAM's patrimony, including vehicles that, due to prolonged use, have worn out and have precarious performance, others are already out of use, given that maintenance has become costly, making them uneconomical, which justifies the need to alienate them, to cover part of the expenses for the renewal of new assets to be acquired so that it can achieve its core activity, which is the provision of public services with quality and efficiency, in favor of society. In summary, the accreditation of the auctioneer is necessary to enable the auction to take place. The realization of this contract will allow the sale of real estate and movable assets, giving CRCAM the possibility of optimizing its assets and financial return. Furthermore, it will constitute a valuable opportunity to obtain financial resources that can be allocated to priority areas. We point out that auctioning assets and equipment that are being replaced and are currently stored in the Regional Council of Accounting of Amazonas – CRCAM will result in the release of space and allow for more adequate management of public assets. The contracting of an auctioneer falls under a hypothesis provided for in art. 31 of Law 14.133/21, as it is characterized by the absence of competition, thus making it impossible to open a tender. In the case in question, in theory, all registered auctioneers in the State can offer the service, however, it is impossible for the Administration to choose the most advantageous proposal, since the commission rate for contractors is fixed, established by Federal Decree No. 21,981, of October 19, 1932. In this sense, ACCREDITATION for subsequent ordering among auctioneers becomes the most viable alternative to comply with the principles of equality, equity, and impartiality.
