Organizational and Process Analysis, here: Extension of Implementation Support

In 2025, the IdF NRW advertised and awarded an organizational and process analysis of the Z department and the three staff units with the aim of organizational and process optimization within the framework of a negotiated procedure with a call for competition. The subject of the contract was the comprehensive analysis of the existing organizational structure as well as all work processes and internal and external interfaces in the aforementioned organizational units. As part of the analysis, the existing processes were to be recorded, presented in a structured manner, and evaluated for their effectiveness and efficiency. Furthermore, a critical examination of the existing interfaces was planned. Based on this analysis, target processes and an optimized target organizational structure were to be developed. The scope of services also included the development of concrete recommendations for action for process and organizational optimization as well as an implementation concept for the realization of the proposed target structure. Already within the framework of the original tender, the support of the implementation of the measures contained in the report was provided as an optional service. The background was the assumption that the organizational and process analysis would result in measures whose implementation would make professional support seem sensible. However, at the time of the tender, the scope and specific content of the later implementation support could not be reliably estimated, as they depend directly on the results of the investigation yet to be carried out. In order to ensure comparability of the offers in the awarding procedure, a scope of 50 consultant days was used as a flat rate for the optional service. However, the investigation currently underway has shown that additional consultant days are required for implementation support. These were commissioned with the amendment.
