Position Overview
STOOS Consulting is seeking experienced
Organizational Development Experts
to join its roster for current and future assignments. The expert will support STOOS in designing and delivering organizational development services for
CSOs, NGOs, community-based organizations, women-led and youth-led organizations, cooperatives, and public or semi-public institutions
. The role requires strong experience in assessing institutional capacity, designing realistic improvement plans, facilitating trainings, and supporting organizations to strengthen their internal systems and governance.
Key Duties and Tasks
The expert will lead or support
Organizational Capacity Assessments (OCAs)
using structured tools, interviews, document review, workshops, and participatory scoring methods. This includes assessing areas such as governance, leadership, strategic planning, financial management, human resources, MEAL, safeguarding, accountability, programme management, operations, partnerships, communications, and institutional sustainability.
The expert will develop practical
capacity-building plans
based on OCA findings, clearly identifying organizational strengths, gaps, priorities, recommended actions, timelines, responsible persons, and follow-up mechanisms. These plans should be realistic, tailored to each organizationโs size and mandate, and designed to support measurable improvement over time.
The expert will design and deliver
training programmes, coaching sessions, mentoring support, and workshops
for organizations and CSOs across different sectors and topics. Training areas may include governance and board development, strategic planning, project cycle management, proposal writing, donor compliance, MEAL, financial management, HR systems, safeguarding, accountability to affected populations, gender and inclusion, conflict sensitivity, leadership, advocacy, localization, and organizational sustainability.
The expert will support organizations to improve their
governance structures and internal management systems
, including clarifying roles and responsibilities between boards and management, reviewing decision-making processes, strengthening accountability mechanisms, improving policies and procedures, and supporting transparent and inclusive leadership practices.
The expert may also contribute to the development of
training manuals, facilitation guides, assessment tools, organizational policies, standard operating procedures, institutional development reports, and technical proposals
related to capacity building and organizational development.
Required Skills and Experience
Applicants should demonstrate strong experience in:
Conducting
organizational capacity assessments
for NGOs, CSOs, CBOs, cooperatives, or public institutions.
Developing
capacity development plans
and institutional strengthening roadmaps.
Designing and facilitating
interactive trainings, workshops, mentoring, and coaching sessions
.
Supporting
governance improvement
, board development, leadership, accountability, and internal decision-making.
Reviewing or developing organizational policies, procedures, systems, and tools.
Working with civil society actors, local organizations, and institutions in humanitarian or development settings.
Qualifications
Applicants should have a university degree in
organizational development, management, business administration, public administration, human resources, social sciences, international development, governance, or a related field
. An advanced degree is preferred.
A minimum of
7 years of relevant professional experience
is required, including proven experience in organizational development, capacity assessment, training facilitation, governance strengthening, and institutional support. Experience with donor-funded programmes, localization agendas, CSO strengthening, and work in fragile or conflict-affected contexts is highly desirable.
Core Competencies
The expert should have excellent
facilitation, communication, analytical, reporting, and interpersonal skills
. They should be able to work with diverse organizations, adapt technical content to different capacity levels, and translate assessment findings into practical recommendations. Strong English writing skills are required, while Arabic, French, Spanish, or other relevant languages are an asset.
