The subject of the contract is the provision of structural engineering services to be commissioned in stages according to §§49 ff HOAI - LPH 3-6, 8; The municipality of Tuntenhausen is developing a vibrant village center in the Ostermünchen district on an almost 10,000 m² municipal property with retail, practices, social services, and partially subsidized housing. The implementation is based on a concept award carried out in 2022 in cooperation with an investor who has acquired part of the property and will build on it based on a high-quality urban, open space, and architectural concept. A key urban development goal of the municipality is to meet the local demand for housing through inner-city densification. Taking into account demographic change, a range of housing options with different sizes and layouts will be created. In addition, uses for the direct supply of residents, such as a village shop and medical practices, are planned. According to the concept, six three-story buildings are planned for the entire area: four of them as purely residential buildings in a "sub-area B" and two as residential and commercial buildings in "sub-area A" of the area. While the four residential buildings in sub-area B will be built by the investor, the two residential and commercial buildings in sub-area A of the area will be implemented by the municipality itself as the client and will remain its property (referred to as "Building A1" and "Building A2" in the planning documents). The two buildings are intended to house, among other things, a pharmacy, a doctor's office, a dental practice, a café or a village shop, a day care facility, assisted living for seniors, and a spacious community room for all citizens. The object and detailed planning of the two buildings have been carried out by the investor up to and including performance phase 4 (exception: structural engineering - this is only available up to and including LP3). A building permit has already been submitted. The development plan specific to the project no. 65 "Niedergarten Feld" exists for the project. The municipal council of Tuntenhausen decided in its meeting on 04/16/2026 that the execution of houses A1 and A2 will be carried out in solid construction, not in timber frame construction as previously planned from the basement upwards. The corresponding redesign in performance phases 3 (and 4) as well as further planning is the subject of this contract. The building permit documents, the documents for the previous planning, and the development plan are attached to this publication as an appendix.
