Original language: noOslo-Paris-konvensjonen (Ospar) er en regional havavtale om bevaring av det marine miljø i det nordøstlige Atlanterhavet. Ospar-avtalen forplikter partene til å forhindre og eliminere forurensning til havområdet og sikre bevaring av økosystemene og det biologiske mangfoldet som finnes der. Norge signerte Ospar-avtalen sammen med 15 andre parter (inkl. EU) med tilknytning til det nordøstlige Atlanterhavet i 1992. Avtalen berører alle maritime næringer som opererer i Ospars område.
Ospars maritime område i Nordøst-Atlanteren er delt inn i fem regioner, hvor norske havområder omfattes av region I og II.
Ospar produserer jevnlig et felles kunnskapsgrunnlag om miljøtilstanden i det nordøstlige Atlanterhavet og sammenstiller miljøstatusrapporter for å sikre at kontraktspartene har et felles kunnskapsgrunnlag om miljøtilstanden i de fem regionene. Kunnskapen kan brukes til å for eksempel foreslå tiltak for å sikre god miljøtilstand.
Ospars region 1 (kalt "Arctic") omfatter både Barentshavet og Norskehavet fra norsk side, samt havområdene utenfor Island, Grønland og Storbritannia og er en stor region å beskrive miljøstatus for, herunder både menneskelig aktivitet, miljøforhold- og tilstand. Hele regionen omtales som "Arctic" selv om regionen også omfatter havområder som ikke regnes for være arktiske områder. En så stor region gjør at omtale av miljøforhold- og tilstand blir grovmasket og kan føre til at beskrivelser av norske havområder både blir upresis og kanskje til og med feilaktig.
Miljødirektoratet har derfor behov for å kunne foreslå inndeling av region 1 inn i mindre vurderingsenheter, da dette ikke finnes i dag. Disse forslagene skal være faglig funderte og beskrive hvordan regionen kan deles inn med hensikt å kunne gi et riktig bilde av miljøtilstand og -forhold i region 1. Forslag til inndeling vil fungere som en start for å diskutere videre hvordan regionen best bør deles inn med utgangspunkt i de ulike indikatorene som det rapporteres på i havområdet.
