University of Oulu and Oulu University of Applied Sciences Ltd - Computers 2023-2027 (DPS) - Computers, peripherals and expert services

The University of Oulu and Oulu University of Applied Sciences Ltd (hereinafter the Contracting Entity or the Customer) invites you to submit your tender for computers and related services in accordance with this request for proposals and its appendices. The subject of the procurement is: Computers, peripherals, and expert services. The minimum requirements for the products and services to be procured are described in Appendices 01 Procured Products and Minimum Requirements and 02 Customer's Description of the Subject of Procurement. The estimated maximum scope of the procurement during the contract period is €20,000,000.00, of which the share of other devices, peripherals, supplies, and services is 10-20%. The number of devices to be procured will be as needed within the annual appropriations. PROCUREMENT OPERATING MODEL AND OBJECTIVES The devices, other products, and services included in the procurement entity will be tendered as a single entity. The contracting entity has long had an operating model where services related to device procurement, handling, reuse, etc., are procured from an external service provider (including the work traditionally performed by the contracting entity itself). The contracting entity has found this operating model to be a very effective solution, which has enabled the proper and predictable management of a broad entity. Dividing devices and services among different suppliers often leads to problem situations in operational chains and the fulfillment of responsibilities, which affects the smoothness of operations. Due to the outsourcing of the service, the contracting entity does not have the personnel resources to supervise multiple different operators. The contracting entity has long been building an IT environment on university campuses that facilitates everyday life and is functional, where spaces are shared (e.g., auditoriums, teaching rooms, meeting rooms, bookable workstations, and shared office spaces). Long-term work has resulted in a technically functional IT environment where time-limited teaching, collaboration, and urgent tasks are not delayed or interrupted when resolving IT problems. LOCATION AT THE LINNANMAA CAMPUS The procurement includes the supplier's services and a location at the Linnanmaa campus. The content of the services is described in Appendix 02 Customer's Description of the Subject of Procurement. Instructions for renting spaces are in Appendices 13, 13a, and 13b. CONTRACT PERIOD The contract is valid for a fixed term of one (1) year, after which it will continue for a maximum of five (5) years from the entry into force of the Contract, unless the Contract is terminated earlier. The aim is for the contract period to begin on July 1, 2026, or at the latest after both parties have signed the contract. The procurement contract will be concluded according to the template attached to the request for proposals.
