Transition procurement general chemistry – immunochemistry

Through this procurement, the Region intends to procure, during a transition period, a supplier who, within the framework of a comprehensive commitment, undertakes to guarantee the continued function of analyses in general and immunochemistry at the laboratories in Umeå, Skellefteå, and Lycksele, and to guarantee the continued function of automated pre- and post-analysis in Umeå and Skellefteå. All included/existing equipment for this is listed in the appendix Equipment List. The comprehensive commitment procured through this procurement to guarantee the continued function of general/immunochemistry and the continued function of automated pre- and post-analysis is hereinafter referred to as the "Comprehensive Commitment". The procurement is a transition procurement pending the completion of new laboratory premises in Umeå and Skellefteå. According to the current schedule, the new premises are expected to be ready in 2029/2030. The solution covered by this procurement will not be moved to the new laboratories but constitutes a temporary solution until the new laboratories are operational. Well in advance of the new premises becoming operational, the Region will issue a new procurement to acquire new equipment for general and immunochemistry and automated pre- and post-analysis. The Comprehensive Commitment is specified in the procurement documents and, in summary, means that the procured supplier shall: Guarantee that during the contract period at each laboratory, the region will continue to be able to perform the requested analyses according to the requested production volume, including an annual increase of 5% per year, and according to the requested response times. Guarantee the continued functionality of all included/existing equipment, including service, spare parts, and support, so that the included/existing equipment can be used for the region's staff to continue performing requested analyses (including an annual increase of 5%) with adequate sample results. In the event that included/existing equipment reaches End of Life during the contract period or for any other reason can no longer be used to perform requested analyses with adequate sample results according to the requested volume and according to the requested response times, it is included in the Comprehensive Commitment to provide and guarantee equivalent functionality for Replacement Equipment, including service, spare parts, and support. Provide all Consumables (reagents, calibrators, control materials, sample holders, washing solutions, disposable materials, etc.) required for included/existing equipment or for any Replacement Equipment so that adequate analysis results are obtained. Provide middleware, including support and maintenance thereof, for managing all included/existing equipment and any Replacement Equipment. This includes, for example, processing of analysis results from all equipment for analyses in general and immunochemistry, and pre-analytical controls on sample tubes and sorting of sample tubes with all equipment for automated pre- and post-analysis. Provide all other necessary software, licenses, and services, as well as support and maintenance for them. This also includes providing connectivity to the existing laboratory information system TietoEvry Lifecare Laboratory chemistry (FlexLab) and CGM Analytix for electronic transfer of orders and analysis results. During the contract period, assist in connecting to any new LIS. Training of affected personnel. The Comprehensive Commitment is contractually divided into a Main Agreement and a Full Service Agreement. The contract period is 4 years with the possibility of extension for 1 + 1 year. However, should the construction of the new laboratories in Umeå and Skellefteå be completed and put into operation with a corresponding type of analysis handling during the contract period, the obligations under these agreements will cease to the corresponding extent.
