Specific considerations for this assignment, if any, are discussed here: • The assignment is highly specialized and requires a multidisciplinary team with expertise in hazard and risk assessment, including wind, seismic, tsunami, and rainfall hazards, as well as experience in building codes, urban planning, and climate resilience. • The scope of work involves the development of updated, Vanuatu-specific hazard parameters and recommendations for amendments to the Vanuatu National Building Code (VNBC). As such, significant consideration was given to the consultant team's demonstrated technical expertise in hazard modelling, risk analysis, and building code development. • The assignment requires extensive stakeholder engagement with government agencies, policymakers, engineers, planners, and other technical stakeholders to establish acceptable risk thresholds and inform policy decisions. The recommended consultant/team demonstrated strong experience in facilitating complex technical consultations and achieving stakeholder consensus. • Given the national importance of the assignment, experience in translating technical hazard assessments into practical policy and regulatory recommendations was a key consideration during the evaluation process. • The consultant/team is expected to undertake integrated assessments across multiple hazard types and develop consistent, evidence-based recommendations.
