Packaging waste multi-compartment property collection 2026 - 2031, TP 23/25

Helsinki Region Environmental Services Authority HSY (Business ID 2274241-9) requests your tender for the collection and transport of multi-compartment bins in the HSY area and Kirkkonummi as a four-compartment emptying. In this request for tenders, the supplier means the tenderer. The client is HSY. Collection and transport of multi-compartment bins in the HSY area as a four-compartment collection throughout the HSY area, area 150 (Current UA:s 150, 151, 152). The map of the collection area is attached as Appendix 1, the tender table as Appendix 2, and the contract model as Appendix 3. The contract period is 1.6.2026 - 30.5.2031. The client will make the four-compartment service available to all properties with 1-9 apartments in the built-up areas from the beginning of the service period. If suitable customer groups outside the built-up areas emerge during the service period, or if the locations are conveniently located along transport routes, these can also be included in the scope. These will be discussed with the supplier. Predicting growth is challenging and will likely also cause unevenness in customer distribution within the area. The current collection areas will be tendered as a single entity and they cover the entire HSY area. A total of five (5) vehicles are required for the implementation of the service at the beginning of the contract period to account for potential growth. Phased prices for different performance volumes will be entered into the tender table. The average annual cost across different performance volumes will be used as the comparison price. The scope includes the emptying of multi-compartment collection equipment and the possible loading of loose waste into the waste truck at properties, and the transport of waste to the Ämmässuo waste treatment center in Espoo and to the Stena Oy terminal in Vantaa Viinikkala. Glass and metal packaging will be unloaded at Ämmässuo, and plastic and cardboard packaging at Stena Oy. The situation described above applies at the time of the request for tenders. It is possible that the unloading locations may change during the contract period. All unloading locations are within the HSY area, but the client does not commit to any specific locations. The tenderer must take into account the unloading arrangements in the pricing of the tender. The supplier's vehicle will be identified by mobile weighing at the Ämmässuo scale and by a mobile identifier at other receiving points. The supplier must acquire the necessary identifiers and train drivers on receiving points other than those of the client. The driver must also report the origin of the load and the load identification details at the receiving point scales as required by the client. The supplier will not be charged a treatment fee by HSY or the producer for the waste belonging to this service brought for waste treatment. The load must not contain any waste other than that belonging to HSY's collection. The supplier is not entitled to transfer loads. Loads must be delivered in their entirety to the waste reception points indicated by HSY. Cardboard, plastic, glass, and metal packaging are collected in the collection containers. For properties with 5-9 apartments, collection is mainly carried out using 660-liter containers. For properties with fewer than five (5) apartments, collection is carried out using 370 or 660-liter containers. The collection container is divided with a partition in a 50/50 ratio in 370 and 660-liter bins. In a 660-liter bin: cardboard packaging 300 liters, plastic packaging 300 liters, glass packaging 30 liters, and metal packaging 30 liters. Fractions to be collected in a 370-liter bin: cardboard packaging 155 liters, plastic packaging 155 liters, glass packaging 30 liters, and metal packaging 30 liters. The customer may temporarily remove the 30-liter containers intended for glass and metal packaging if desired. In this case, only the plastic and cardboard containers will be emptied. The client has the right to change the compartment sizes or the bin division ratios and waste types during the contract period. Any changes will be negotiated with the supplier.
