Climate change is pressuring people, jobs, and businesses in Jordan.

Labour-intensive sectors, particularly food manufacturing and food services , are increasingly exposed to climate-related pressures, rising energy and material costs, and sustainability requirements.

Improving resource efficiency and strengthening waste management practices at enterprise level are practical entry points to enhance competitiveness while supporting just transition outcomes.

In the support of a just transition in Jordan, the International Labour Organization (ILO) seeks to support the testing of a practical and commercially viable model for improving how small and medium-sized enterprises (SMEs) engage with existing resource efficiency and waste management services in Jordan.

While a structured collaboration between a manufacturing enterprise and a service provider will be used as an entry point, the objective is not limited to establishing a single partnership, but rather to use this pilot engagement to better understand the operational, technical, and commercial conditions required for SMEs to effectively participate in existing waste management and recycling systems.

The purpose of this assignment is therefore to provide targeted technical support to assess feasibility, test a practical collaboration model, and generate lessons that can inform replication and scaling through broader SME-facing interventions.

The assignment is practical and facilitative in nature and does not involve infrastructure financing or large-scale sector reform.
