Scope of Application This project shall be executed in accordance with the "Hokkaido Construction Department Civil Engineering Work Common Specifications (Latest Version)" (hereinafter referred to as "Common Specifications"). In cases where items are not described in the "Design Documents," "Common Specifications," or Special Specifications, relevant guidelines, instructions, and standards shall be followed, and consultation with the construction supervisor shall be conducted as needed. If there are any doubts or unclear points during construction, consultation shall be conducted similarly. In addition, compliance with the "Obihiro City Regulations on Technical Standards for Road Structures and Enforcement Regulations," "Obihiro City Road Mobility Improvement Standards Ordinance," and "Obihiro City Road Sign Dimensions Regulations" is required. 2. Civil Engineering Work Cost Estimation Standards, etc. (1) This design document is based on the "Civil Engineering Work Cost Estimation Guidelines," "Civil Engineering Work Cost Estimation Standards," "Civil Engineering Work Type Classification Manual," and "Civil Engineering Work Quantity Calculation Manual" established by the Hokkaido Construction Department. Approximate Quantities (1) Quantities listed in the "List of Quantities to be Treated as Approximate" may be subject to design changes as necessary. (2) In this project, the contractor shall be responsible for preparing design change documents (design change drawings and calculation of work quantities). (3) For work involving approximate quantities, create construction drawings and quantity calculation sheets, consult thoroughly with the construction supervisor, and record the meeting progress in the construction consultation log. (4) Standard drawings show standard construction drawings or completed work, and the contractor shall implement them after thorough verification according to the site conditions, etc. (5) If a change is necessary, consult with the construction supervisor promptly. (6) The quantities of temporary work listed in the "List of Quantities to be Treated as Approximate" are calculated based on standard construction methods. Items newly required due to site conditions may also be treated as approximate quantities. (7) Approximate quantities of construction by-products: ① Demolition/Crushing/Transportation Costs: 1. Volume calculated by measuring the dimensions of structures, etc. Submit measurement photos and consult. 2. If measurement of structure dimensions is difficult and volume/weight calculation is impossible (e.g., irregular shape of structures), calculate by converting from the quantity in the "Summary of Industrial Waste Management Slips (Manifests)" using unit volume mass. 3. For work categories other than ② where structure dimensions are not measured, calculate by converting from the quantity in the "Summary of Industrial Waste Management Slips (Manifests)" using unit volume mass, but no changes will be made for excessive completed work. 4. Pavement Thickness Measurement Method: For each pavement layer, measure the pavement thickness at one location per 20m of construction length. If the construction length is less than 60m, measure at 3 locations and calculate the average value. When measuring pavement thickness, measure the pavement directly. If there is a difference from the design in the pavement area to be removed and a change is necessary, conduct an on-site inspection with the construction supervisor before construction, submit change documents, and consult. ② Disposal Costs: 1. Submit the "Summary of Industrial Waste Management Slips (Manifests)" and consult. The determination of approximate quantities will be based on the disposal quantity, but no changes will be made for excessive completed work. Submit Industrial Waste Management Slips (Manifests) and measurement certificates if instructed by the construction supervisor. 4. Reference Drawings Reference drawings show the construction methods, materials, etc., assumed by the client, and the items shown therein do not restrict the contractor's voluntary construction. However, if it is difficult to comply due to site conditions, consult with the supervisor as necessary. Note that this does not constitute a change for an excessive plan in the design. 5. If any discrepancies are found between the design documents and the site, report immediately to the construction supervisor and consult as necessary. (3) Describe the construction method, including specific work procedures, specific work methods, and matters to be noted for this project, in accordance with the Common Specifications. (Excavation method, compaction, leveling method, structure construction method, work removal method, temporary work method, etc.) (4) Describe the completed work management standards, quality management standards, and photo management standards in accordance with the Common Specifications, as well as internal management standards. Also, indicate the planned locations where these will be implemented (e.g., measurement points). (5) For quality management standards, except for small-scale projects, ensure all relevant items are met. Describe test methods, quality management standard items, and implementation items after consulting with the construction supervisor. (6) Describe stage confirmations and inspections specified in the special specifications and common specifications. Also, describe other stage confirmation items after consulting with the construction supervisor. (7) Describe the status of public land such as roads and rivers, and include construction precautions to prevent road facilities, etc., from exceeding the road boundaries and encroaching on private land. (8) Obtain road use permission from the relevant police station in accordance with Article 77, Paragraph 1 of the Road Traffic Act and attach it to the construction plan. 8. Traffic Regulation and Safety Measures This project shall be carried out in accordance with the following Road Traffic Act provisions. The following periods and sections represent the maximum extent and efforts should be made to minimize them during construction. (1) Sidewalk temporary closure, one-lane alternating traffic, reduction of roadway width, reduction of sidewalk width, work zone closure. (2) Number of personnel assigned: ( ) people. In construction sites requiring the assignment of security guards certified by the Public Security Commission in urban areas (densely populated areas and quasi-densely populated areas) and on routes designated by the Public Security Commission, at least one traffic control security guard certified under the Security Services Act (Class 1 or 2) must be assigned. Handling of Property Boundary Markers (Stakes) (1) Property boundary markers (stakes) refer to all boundary markers (stakes), including road boundaries (Ministry of Land, Infrastructure, Transport and Tourism, Hokkaido, Obihiro City), as well as private land boundaries. (2) Before commencing work, the contractor shall conduct an on-site survey, confirm property boundary markers (stakes) based on the boundary stake meeting confirmation document from the survey, and report. If new stakes are found during construction, the contractor shall conduct a meeting with the landowner, etc., and create a boundary stake meeting confirmation document themselves. (3) Upon completion of the work, the contractor shall conduct a meeting with the landowner, etc., and fill in the contents in the boundary stake meeting confirmation document. (4) If property boundary markers (stakes) are relocated, damaged, or lost due to construction work, the contractor shall be responsible for restoring them. Such work must be performed by a qualified person, and the consent of the construction supervisor must be obtained. 10.
