(2) Must be registered as a local business operator (a business registered with its head office in the Suita City list of eligible bidders for tenders (hereinafter referred to as "Eligible Bidder List")) or a quasi-local business operator (a business registered with its branch office in Suita City). If registered as a quasi-local business operator, the first or second preferred order of desired construction types must be the same as this project. (3) For businesses registered in the City's Eligible Bidder List as local or quasi-local businesses for construction work, the registration must have been completed more than one year prior to the announcement date. (4) Must have a construction permit for the same industry as this project. (5) Must be able to assign the necessary technicians to the construction site in accordance with Article 26 of the Construction Industry Act.
