Project Name: Suita City Child-Rearing and Youth Center Yume Tsunagari Mirai Kan Exterior Wall Renovation Work 2. Project Location: 4-2-43 Yamada-nishi, Suita City 3. Construction Period: August 7, 2024 - March 15, 2025 *The start date of the construction period is the planned contract date. 4. Construction Type: General Building Construction 5. Construction Overview (1) Structure and Number of Floors: Reinforced concrete, 7 stories above ground and 2 stories below ground. (2) Total Floor Area: 7,585 sqm. (3) Construction Details: Exterior wall renovation work. Electrical equipment work incidental thereto. 6. Estimated Price: 45,190,000 yen (excluding tax). 7. Minimum Restriction Price: To be announced after the fact. 8. Number of Bids: 1 9. Bid Security: Exempt in accordance with Article 98 of the Suita City Financial Regulations. 10. Contract Security: 10% or more of the contract amount. *Please make necessary preparations for contract security to be valid on the planned contract date. 11. Payment Terms: (1) Advance payment available (up to 40% of the contract amount). (2) Interim advance payment available (up to 20% of the contract amount). (3) Partial payment available (once during Fiscal Year 2024). *Either interim advance payment or partial payment must be selected. 12. Main Insurance, etc.: All of the following. (1) Workers' Accident Compensation Insurance. (2) Construction Insurance, etc. (subscribed for the contract amount plus "construction period + 1 month"). (3) Liability Insurance for Third Parties (per accident, per person: 30,000,000 yen or more; total: 200,000,000 yen or more). (4) Construction Industry Retirement Allowance Mutual Aid. 13. Bid Participation Qualifications: All of the following requirements must be met. (1) Must meet all qualification requirements specified in the "Common Bid Explanation Document for Limited General Competitive Bidding in Suita City" (hereinafter referred to as "Common Bid Explanation Document"). (2) Must be a local business operator (a company with its head office registered in the Suita City Bid Participation Qualification List (hereinafter referred to as "Qualification List")). However, if the company has been registered in the Suita City Qualification List with its local branch office for more than one year as of the announcement date, it is considered a quasi-local business operator. (3) Must have been rated as Grade B, C, or D in the same industry as this project in the Suita City Fiscal Year 2024 Bid Participation Qualification Grading. (4) Must hold a construction permit for the same industry as this project. (5) Must be able to assign the necessary technicians to the construction site in accordance with Article 26 of the Construction Industry Act. However, as of the final day for accepting applications for bid participation qualification (hereinafter referred to as "Final Acceptance Date"), the person must have been directly and continuously employed for 3 months or more (seconded employees or dispatched workers from other companies are generally not permitted). (6) Must have experience as a prime contractor in construction work of the same type as this project, ordered by public institutions (national government, local governments, public corporations listed in Table 1 of the Corporation Tax Act, or corporations specified in Article 18 of the Order for Enforcement of the Construction Industry Act), completed and delivered by the Final Acceptance Date. However, for construction by specific construction joint ventures (JV), experience is limited to that as the representative. For business cooperatives, it refers to experience where the business cooperative was the prime contractor and the work was completed and delivered. (7) As of the determination of the successful bidder candidate for this project, the number of successful bids (including successful bidder candidates) in electronic bidding projects of the same industry as this project announced by this city (General Affairs Department, Contract Inspection Office) in Fiscal Year 2024 must be less than 2. However, projects excluded from the scope of application for the number of bid participation applications/orders, such as those by specific construction joint ventures (JV), are excluded. (8) Must not have won bids in industries other than this project (excluding civil engineering works, scaffolding, earthwork, and concrete works, paving works, and demolition works) announced by this city (General Affairs Department, Contract Inspection Office) in Fiscal Year 2024. However, projects excluded from the scope of industry restrictions by the contracting party (e.g., projects deemed unusual) are excluded. (9) If there are projects with the same bid opening date as this project among electronic bidding projects announced by this city (General Affairs Department, Contract Inspection Office), must not have applied for projects in industries other than this project (excluding civil engineering works, scaffolding, earthwork, and concrete works, paving works, and demolition works). However, projects excluded from the scope of bid participation application restrictions by the contracting party (e.g., projects deemed unusual) are excluded. (10) Must have submitted a copy of the Notification of Results of Management Scale Evaluation / Notification of Overall Assessment Score (hereinafter referred to as "Assessment Score Notification") valid as of the planned contract date to this city (General Affairs Department, Contract Inspection Office). (If not submitted, it must be submitted by Monday, July 27, 2024). 14. Invalid Bids: Bids submitted by those who do not meet the bid participation qualifications specified in the preceding paragraph, or those who have made false applications, will be deemed invalid. Furthermore, bids submitted by those who, after being confirmed as qualified by this city, are found to be unqualified at the time of bidding will be deemed invalid. 15. Bid Participation Qualification Application and Results: (1) Application Acceptance Period: From 9:00 AM on Monday, June 29, 2024, to 5:00 PM on Friday, July 10, 2024, during system operation hours. (2) Bid Opening Date and Time: From 9:30 AM on Monday, July 27, 2024 (Bids will be opened in order of announcement number). 19. Determination of Successful Bidder Candidate: (1) After bid opening, the bidder who is recognized as qualified based on the review of documents submitted via the system, has submitted a bid at a price equal to or above the minimum restriction price within the limit of the estimated price, and has submitted the lowest bid price will be selected as the successful bidder candidate. However, if the documents in 13(10) are not submitted by the deadline, the bid will be invalid, and the bidder cannot become a successful bidder candidate. (2) If there are multiple bidders who submitted the lowest bid price, the successful bidder candidate will be determined by electronic lottery. 20.
