(6) Bidding method: The bid amount shall be the sum of the amount obtained by multiplying the contract power set by each company by the unit price for contract power (which shall be a single value within the same month and may include up to the second decimal place) and the amount obtained by multiplying the contract power by the unit price for electricity consumed (which may include up to the second decimal place) by the planned monthly electricity consumption provided by the authority, for the total annual amount (if there is a fraction of less than 1 yen, the fraction shall be rounded down).
In addition, when determining the successful bidder, the successful bid price will be the amount obtained by adding 10% of the amount stated in the bid to the amount (if there is a fraction of less than 1 yen, the fraction will be rounded down). Therefore, bidders shall submit a bid stating the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
However, the fuel cost adjustment amount due to fluctuations in fuel prices for power generation costs, etc., and the renewable energy generation promotion surcharge shall not be included in the bid amount.

2. Qualifications for Participation in Competition (1) Those who do not fall under the provisions of Articles 70 and 71 of the Cabinet Order on Budget, Settlement, and Accounting.
(2) Those who have been rated A, B, C, or D in the "Sale of Products" category of the Ministry of Land, Infrastructure, Transport and Tourism's qualification for participating in tenders (unified for all ministries and agencies) for the fiscal years Reiwa 7, 8, and 9 (2025, 2026, 2027) and have qualifications for participating in tenders in the Hokkaido region.
(3) Those who have not filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or for commencement of reconciliation proceedings under the Civil Rehabilitation Act (excluding those who have submitted documents based on the "Public Notice on Qualifications of Bidders" dated March 31, Reiwa 8 (2026) in the Official Gazette).
