Determination of Successful Bidder In accordance with Article 116 of the Ikata Town Financial Regulations (Heisei 17 Ikata Town Ordinance No. 51), the successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price. However, if it is deemed that the contract cannot be performed in accordance with its content at the bid price, or if it is deemed significantly inappropriate due to the possibility of disrupting fair trade order, that bidder will not be selected as the successful bidder, and the lowest bidder within the limit of the estimated price may be selected. C. If there are two or more bidders who submitted the same lowest bid price, the successful bidder will be determined by electronic lottery. D.
