(2) Must be a local contractor registered in the "Vehicle, Railway Vehicle, Aircraft, Ship" category, subcategory "Automobile Tires (including motorcycle tires)" (05-13) in the list of qualified contractors for competitive tenders as stipulated in Article 4, Paragraph 2 of the Fukagawa City Competitive Tender Participation Qualification Administrative Processing Guidelines (Showa 54, Fukagawa City Administrative Notice No. 12; hereinafter referred to as the "Administrative Guidelines").
(3) Not have been suspended from participation in tenders as stipulated in Article 8 of the Administrative Guidelines during the period from the tender execution (bid opening) to the time of bid opening.
(4) Not be in a significantly unsound financial condition, such as having filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (2002 Law No. 154) or for commencement of reconciliation proceedings under the Civil Rehabilitation Act (1999 Law No. 225).
(5) No capital or personnel relationship between tender participants.
(See 16(4) for capital and personnel relationships.) 3 Application for Tender Participation (1) Application Forms, etc.: Those wishing to participate in the tender must submit an application for qualification examination for general competitive tenders.
(2) Application Period: From Friday, June 19, Reiwa 8 (2026) to Wednesday, June 24, Reiwa 8 (2026) (excluding holidays as defined in the Fukagawa City Holidays Ordinance (Reiwa 3, Ordinance No. 1; hereinafter referred to as "holidays")).
From 9:00 AM to 5:00 PM daily. (3) Submission Location: Finance Section, Tax and Finance Division, Fukagawa City Hall, 2-jo 17-17, Fukagawa City. (4) Submission Method: Must be submitted in person; submissions by mail or facsimile will not be accepted.
(5) Other: a. Expenses incurred in preparing documents shall be borne by the applicant. b. Submitted documents will not be returned. c. Submitted documents shall not be used by others without permission. 4 Examination of Tender Participation Qualifications: This tender is a general competitive tender in accordance with Article 167-5-2 of the Order. Therefore, an examination will be conducted to determine if the applicant meets the qualifications listed in 2. If the applicant is found not to meet the qualifications, they will be notified by telephone with the reason by Friday, June 26, Reiwa 8 (2026).
If no notification is received by Friday, June 26, Reiwa 8 (2026), it will be considered that the applicant has the qualification to participate in the tender.
5. Explanation of Reasons for Non-Qualified Persons: (1) Non-qualified persons may request an explanation of the reasons for being deemed unqualified in writing by Monday, June 29, Reiwa 8 (2026).
Written requests must be submitted in person to the Finance Section, Tax and Finance Division, Fukagawa City Hall; submissions by mail or facsimile will not be accepted.
(2) The explanation of reasons will be provided in writing by Tuesday, June 30, Reiwa 8 (2026).
6. Place to Show Contract Terms: Finance Section, Tax and Finance Division, Fukagawa City Hall, 2-jo 17-17, Fukagawa City. 7. Cancellation of Tender Participation Qualification: If it is determined that a person recognized as qualified to participate in the tender does not meet or no longer meets the qualifications stipulated in 2, or if it becomes clear that a false application was made, the tender participation qualification will be canceled.
8. Tenders by Mail: Tenders by mail or telegram are not permitted.

Inspection Location: 3rd Floor Reading Room, Fukagawa City Hall, 2-jo 17-17, Fukagawa City. 14. Payment Terms: (1) Advance Payment: No advance payment.
(2) Payment Method: Payment shall be made within 30 days of receipt of a valid invoice.

16. Other: (1) Bids submitted by persons who do not meet the qualifications stipulated in 2 at the time of bid opening, bids with false applications, bids falling under any of the items in Article 121 of the Fukagawa City Financial Regulations (Showa 63, Fukagawa City Regulations No. 8), and bids that violate the conditions of bidding specified in this public notice shall be deemed invalid. If the successful bidder was one who submitted an invalid bid, the award decision will be canceled.
(2) The number of tender executions shall be limited to two.
(3) Response to Bid Rigging Information: a. If there is information regarding bid rigging, the tender execution may be postponed, investigations may be conducted, a letter of commitment may be requested, a breakdown of estimates may be requested, and the Fair Trade Commission may be notified. b. If bid rigging is suspected, the tender execution may be canceled. c. If evidence is obtained after the contract is concluded that bid rigging occurred, the contract may be canceled.
