Bid Announcement (Construction Work) The following is an open competitive bid. July 10, Reiwa 8 Appointed Disbursing Officer, Director General of Nagoya Immigration Bureau, Aiko Omi 1. Work Overview (1) Work Name: Nagoya Immigration Bureau Building Broadcasting Equipment Renewal Construction. (2) Work Location: 5-18 Shobomachi, Minato-ku, Nagoya City, Aichi Prefecture, Nagoya Immigration Bureau. (3) Work Content: Renewal of existing broadcasting equipment, including the emergency bell broadcasting equipment, of the aging building. (4) Construction Period: From the day after the construction contract is concluded until January 31, Reiwa 9 (Sunday). (5) This project will be conducted via the Electronic Procurement System (Government Electronic Procurement (GEPS (https://www.p-portal.go.jp/)) for application procedures, bidding procedures, etc., as stipulated in Section 3 below. However, if it is difficult to use the Electronic Procurement System, written procedures for application and bidding may be permitted with the approval of the Appointed Disbursing Officer (referred to as "paper bidding method" in this bidding procedure). 2. Competition Participation Qualifications (1) Those who do not fall under the provisions of Article 70 and Article 71 of the Public Finance and Accounting Law (Imperial Ordinance No. 165 of Reiwa 22; hereinafter referred to as "Public Finance and Accounting Law"). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion are considered to fall under special circumstances in Article 70 of the Public Finance and Accounting Law. (2) Must have obtained the general competitive bidding qualification certification for construction work in the "Telecommunications" industry classification for Reiwa 7 and 8 from the Ministry of Justice (For those who have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Law (Law No. 154 of Reiwa 14) or for commencement of reconstruction proceedings under the Civil Rehabilitation Law (Law No. 225 of Reiwa 11), re-certification of general competitive bidding qualifications based on procedures separately determined by the Ministry of Justice after the decision to commence proceedings is required.). (3) A chief engineer or supervising engineer (for supervising engineers, those with a supervising engineer's license and completion certificate) meeting the following criteria must be assigned to this work. a. Must be a Class 1 Electrical Construction Management Engineer or have equivalent or higher qualifications. b. Must have been employed by the construction company for 3 months or more prior to the date of tender application. (4) The assignment period for the chief engineer or supervising engineer is as follows. a. No chief engineer or supervising engineer is required during the period from the day after the contract conclusion date to the start of construction. b. The assignment of a chief engineer or supervising engineer to the construction site is not required during the period from the day after the contract conclusion date until the start of on-site construction (the period until the start of the site office setup, material delivery, or temporary construction, etc.), only when clearly defined in writing between the client and the contractor. (5) Must not have been subject to designation suspension based on the "Notice on the Establishment and Operation of Measures for Designation Suspension, etc., related to Construction Contracts" dated January 23, Reiwa 7, Ministry of Justice, Accounting Division, from the deadline for submission of the competition participation qualification confirmation application (hereinafter referred to as "Application") until the time of bid opening. (6) There should be no capital or personnel relationship between the bidders (refer to the tender explanation document). (7) Must not be undergoing rehabilitation proceedings based on the Company Rehabilitation Law or reconstruction proceedings based on the Civil Rehabilitation Law (excluding those who have obtained re-certification as per 2.(2) above). (8) Must not have been requested for exclusion by the police authorities as a business substantially controlled by a member of a crime syndicate or equivalent, and must not be deemed unsuitable as a contract party by the Director of the Facilities Division, Minister's Secretariat, Ministry of Justice. (9) If a contract for construction work ordered by the Ministry of Justice was concluded at a price below the investigation standard price based on Article 85 of the Public Finance and Accounting Law, and the construction performance evaluation score for that work is less than 65 points, then one month must have passed from the day after the notification of the construction performance evaluation score until the date of the bid announcement for construction work ordered by the Ministry of Justice. 3. Other (1) Language used in procedures: Japanese. Currency: Japanese Yen. Time: Japan Standard Time. Units: According to the Measurement Law (Law No. 51 of Reiwa 4). (2) Bid bond: Exempt. (3) Contract security deposit payment (Handling bank: Bank of Japan Sakuradori Branch (MUFG Bank, Nagoya Branch)). (4) Invalid bids: Bids submitted by persons who do not have the qualifications for competition participation as stated in this announcement, bids with false statements in applications or documents, and bids that violate the conditions of bidding will be considered invalid. (5) Method of determining the successful bidder: The bidder who submitted the lowest valid bid within the limit of the estimated price, prepared in accordance with Article 79 of the Public Finance and Accounting Law, will be the successful bidder. However, if it is determined that the contract cannot be performed in accordance with its content by the bidder who should become the successful bidder, or if it is deemed extremely inappropriate as it would disrupt the order of fair trade to conclude a contract with that bidder, the bidder who submitted the lowest bid among other bidders who bid within the limit of the estimated price may be selected as the successful bidder. Furthermore, if the bid price of the bidder who should become the successful bidder falls below the investigation standard price based on Article 85 of the Public Finance and Accounting Law, an investigation under Article 86 of the Public Finance and Accounting Law will be conducted. (6) Confirmation of assigned personnel, etc.: If a violation of the exclusivity of assigned personnel is confirmed through the construction performance information system, etc., after the successful bidder is determined, the contract may not be concluded. Furthermore, replacement of documents will not be permitted except in extremely special and unavoidable circumstances such as long-term hospitalization, death, or retirement, with approval. If the assigned personnel must be changed due to special reasons such as long-term hospitalization, etc., after the deadline for document submission, the replacement must be approved by the client and must be a person with equivalent or higher comprehensive evaluation in terms of experience in similar or related work. (9) Whether to conclude a discretionary contract for other construction work directly related to this work with the contractor of this construction work: None.
