Bid Announcement
We hereby announce that the following tender will be conducted as a general competitive bid by October 19 (Monday).
Details:
1. Matters concerning the competitive bid:
Contract for Data Creation, etc. for Mail Survey "Survey on Initiatives for Creating Attractive Workplaces in Manufacturing Companies"
2. Bidding Method:
The bid amount must be the total amount.
When determining the successful bidder, the bid price will be the amount stated in the bid plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down).
Therefore, bidders must write the amount equivalent to 100/110 of the estimated amount in the bid, regardless of whether they are taxable or tax-exempt for consumption tax.
3. Bid Participation Qualifications:
(1) Must not fall under the provisions of Article 70 of the Budget, Settlement, and Accounting Order.
Note: Even minors, persons under guardianship, or persons under assistance, who have obtained the necessary consent for contract conclusion, are considered to fall under the case of special reasons in the same article.
(2) Must not fall under the provisions of Article 71 of the Budget, Settlement, and Accounting Order.
(3) Must not be under suspension of designation or suspension of qualification for participation in competition by the Ministry of Health, Labour and Welfare or this organization as of the bid date.
(4) Must not have received administrative disposition or been referred to the public prosecutor for violation of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past one year.
(5) Must not be a business that has been requested to be excluded from national procurement projects by the police authorities as a business substantially controlled by a yakuza or a yakuza member, or equivalent, and such state continues.
(6) Must be qualified in the "Types of Qualifications" and "Grades" as follows in the Reiwa 07, 08, 09 Ministry of Health, Labour and Welfare Qualification for Participation in Competition (Unified Qualification for all Ministries) and have qualification for participation in competition in the Kanto-Koshinetsu region.
(Submit a copy of the notification by 4:00 PM on Wednesday, October 21, Reiwa 8 (email submission is also acceptable)).

Grades: A, B, or C
(7) Must be a business whose financial condition or creditworthiness is not considered to have extremely deteriorated, and for which proper contract performance is ensured.
(8) Must have received the delivery of bid documents and specifications related to the bid.
A technical representative must be present when receiving specifications.
(9) Must be a business certified under the Privacy Mark System operated by the Japan Information Economy Society Promotion Association (must have obtained the Privacy Mark; application in progress is not acceptable).
Alternatively, must be a business certified for an Information Security Management System.
(10) Must not have engaged in fraudulent acts or improper implementation in surveys conducted by the company in the past three years.
(11) Must have experience in conducting statistical surveys for public organizations such as national or local governments in the past three years.
(12) Must have experience in setting up online response screens for surveys in the past three years.
(13) Must be a regular member of the Japan Marketing Research Association, or have researchers specializing in statistical surveys who hold qualifications as a Certified Statistical Investigator or Certified Social Investigator to smoothly and efficiently conduct surveys.
Must employ staff dedicated to the commissioned work.
(14) Must have established appropriate data cleaning methods for survey data.
(15) Submit two copies of documents confirming (9) to (14) to the person in charge and the accounting department by 4:00 PM on Wednesday, October 21, Reiwa 8 (email submission is also acceptable).

8. Bid security and contract security: Exempt.
9. Invalid bids: Bids submitted by persons who do not meet the qualification for participation in the competition indicated in this announcement, and bids that violate the conditions for bidding, will be deemed invalid.
10. Requirement for contract creation: Required.
11. Method of determining the successful bidder: The successful bidder will be the one who submits a valid bid at the lowest price within the limit of the estimated price set by the organization.
The successful bidder will be determined on October 26 (Monday), and all bidders will be notified by email.
If there is only one applicant by the deadline for preliminary submission of documents, procurement may be redone with an extended announcement period (re-announcement).

Publication of Contract-Related Information
Regarding contracts entered into by incorporated administrative agencies, the "Basic Policy for Review of Operations and Businesses of Incorporated Administrative Agencies" (Decision of the Council of Ministers, December 7, Reiwa 22) states that when contracting with a corporation having a certain relationship with the incorporated administrative agency, efforts will be made to disclose information such as the re-employment status of individuals in that corporation and the status of transactions with that corporation.
Accordingly, information related to the relationship with this organization will be published on this organization's website as follows. ④ Indication if it is a single-bidder or single-applicant case.
(3) Information to be provided to this organization:
① Status of re-employment as described in (2) ① at the time of contract conclusion.
② Total sales or business revenue for the most recent fiscal year as of the contract conclusion date, and the actual transaction volume with this organization.
(4) Publication date:
Generally within 72 days from the day after the contract conclusion date (generally within 93 days for contracts concluded in April).
(5) Other:
If you do not cooperate with information provision etc. despite responding to the bid or applying, or concluding the contract, your name etc. may be published.
