We will conduct an ordinary competitive tender as follows.

1. Matters for Bidding
Contract for the following work:
(1) Work Name: Kamishiro Nishitani Canal Improvement Work
(2) Work Location: In Kamishiro, Yanai City, Yamaguchi Prefecture
(3) Work Outline:
Work Content:
Canal improvement work FT flume L=56.5m
(4) Work Period: Approximately 6 months from the day after the contract is concluded.
2. Bidding Participation Qualifications
Bidders must meet all of the following requirements.
(1) Must not be a person specified in Article 167-4 of the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16).
(2) As of the bid announcement date, must be certified as Grade A, B, or C for "Civil Engineering Works" among the Yanai City Construction Works Competitive Bidding Participant Qualifications for Reiwa 7/8 (2025/2026).
(3) The main business office must be located within Yanai City, in accordance with Article 3, Paragraph 1 of the Construction Industry Act (1949, Act No. 100; hereinafter referred to as "the Act").
(4) Must have experience in constructing and delivering public works ordered as "Civil Engineering Works" as the prime contractor or a member of a joint venture (limited to those with an investment ratio of 20% or more) from April 1, Reiwa 4 (2022) to the date of this announcement.
(5) Must be able to assign a chief technician or supervising technician to this work.
If applicable under Article 26, Paragraph 3 of the Act, the said technician must be assigned exclusively.
(6) For supervising technicians, they must hold a supervising technician qualification certificate for civil engineering work and have completed training registered by the Minister of Land, Infrastructure, Transport and Tourism under Article 26, Paragraph 4 of the Act (hereinafter referred to as "registered training").
(7) Must not have been subject to suspension of bidding eligibility based on the Yanai City Construction Works, etc. Contract Suspension Measures Guidelines on any day from the date of this announcement to the date of award.
3. Location for Display of Contract Terms:
Yanai City, Minami-cho 1-chome 10-2, Yanai City General Affairs Department, Construction Management Office.
4. Location and Time of Bid Execution:
(1) Location: Yanai City, Minami-cho 3-chome 9-2, Yanai City General Welfare Center, 4th Floor Grand Hall.
(2) Date and Time: August 28, Reiwa 8 (2026), 9:00 AM.
5. Bid Procedures:
Submit the following documents required for confirmation of bidding participation qualifications to the Yanai City General Affairs Department, Construction Management Office by 1:00 PM on August 7, Reiwa 8 (2026) (excluding Sundays and Saturdays).
Confirmation results will be notified by fax by August 10, Reiwa 8 (2026).
a. Ordinary Competitive Bidding Application Form (Form No. 1)
b. Document describing construction experience of similar and analogous work (Form No. 2)
c. Document describing the qualifications and work experience of the chief technician or supervising technician (Form No. 3)
d. Document certifying that the supervising technician has completed registered training.
6. Bid Security:
Exempt.
7. Invalid Bids:
Bids falling under any of the following categories will be considered invalid.
(1) Bids submitted by persons not eligible to participate.
(2) Bids submitted by mail or telegraph.
(3) Bids without a signature and seal.
(4) Bids submitted without a breakdown of construction costs.
(5) Bids where the breakdown of construction costs does not include material costs, labor costs, statutory welfare costs, safety and health expenses, or contributions to the Construction Industry Retirement Allowance Mutual Aid Association.
(6) Bids that violate bidding conditions in addition to the preceding items.
8. Determination of Successful Bidder:
Within the limit of the estimated price determined according to Article 11 of the Yanai City Contract Regulations (2005, Yanai City Ordinance No. 52), the bidder who submits the lowest valid bid will be the successful bidder.
9. Other:
(1) When bidding, bidders are required to submit a breakdown of construction costs corresponding to the bid amount.
(2) For the determination of the successful bidder, the contract price will be the bid amount plus 10% of the bid amount (rounded down to the nearest yen if there are fractions less than one yen). Therefore, bidders should enter the amount equivalent to 100/100 of their estimated contract amount in the bid form.
(3) Design documents will be available for viewing and distribution to those who have received confirmation of bidding participation qualifications from July 28, Reiwa 8 (2026) to August 27, Reiwa 8 (2026) (excluding Sundays, Saturdays, and holidays) between 8:30 AM and 5:15 PM at the Yanai City Economic Department, Economic and Construction Division.
(4) A contract security deposit of 10% or more of the contract amount must be paid.
However, this can be substituted by providing Japanese government bonds or a guarantee from a financial institution or a guarantee company under Article 2, Paragraph 4 of the Act on Guarantee of Advance Payment for Public Works (1952, Act No. 184).
Furthermore, if a construction performance guarantee contract or a performance guarantee insurance contract with Yanai City as the insured is concluded, the contract security deposit will be waived.
