Agency: ILO | Reference: rfx_8769_ROLAC | Type: Call for individual consultants Dear Bidder, The International Labour Organization (ILO) seeks a consultant to lead the Employment and Livelihoods assessment and contribute to the employment and decent work analysis within the Post-Disaster Needs Assessment (PDNA) and Resilient Recovery Framework for Venezuela following the 2026 earthquakes. The consultant will apply the PDNA methodology to assess disaster impacts on employment, livelihoods, labour markets, enterprises, social protection and vulnerable populations, while identifying opportunities for inclusive, resilient and employment-rich recovery. Key responsibilities include reviewing relevant data and assessments, developing a pre-disaster baseline, conducting stakeholder consultations, participating in PDNA coordination processes, and undertaking an in-country mission to Venezuela. The consultant will analyse impacts on decent work, including employment, rights at work, social protection, occupational safety and health, social dialogue, and risks related to child labour, while integrating gender equality, disability inclusion, youth, environmental sustainability, disaster risk reduction and Build Back Better principles throughout the assessment. The consultant will prepare and finalize the Employment and Livelihoods Chapter (or equivalent sectoral inputs), estimate recovery and reconstruction needs, develop evidence-based recommendations, and provide strategic inputs to the Resilient Recovery Framework. Close coordination with government institutions, employers’ and workers’ organizations, UN agencies, international financial institutions, and other PDNA partners is required to ensure coherence and quality of outputs.
