Description

PfH Cymru (Procurement for Housing Wales) wishes to establish a Wales-specific Decarbonisation, Retrofit and Planned Works Framework Agreement.
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of the UK's social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.

The Framework will be divided into eight lots:
Lot 1 - Decarb and Retrofit - Solar
Lot 2 - Decarb and Retrofit - Insulation
Lot 3 - Decarb and Retrofit - Air Source Heat Pumps
Lot 4 - Decarb and Retrofit - Full Retrofit Works - Value Band 1
Lot 5 - Decarb and Retrofit - Full Retrofit Works - Value Band 2
Lot 6 - Planned Works - Kitchens and Bathrooms - Value Band 1
Lot 7 - Planned Works - Kitchens and Bathrooms - Value Band 2
Lot 8 - Planned Works - Roofing - Value Band 1
Lot 9 - Planned Works - Roofing - Value Band 2
Lot 10 - Planned Works - Windows and Doors
Lot 11 - Planned Works - Whole Property Planned Works - Value Band 1
Lot 12 - Planned Works - Whole Property Planned Works - Value Band 2
The framework will be split into two regions , the details of which are set out in the procurement documentation. Suppliers will be able to apply for both regions but for only one of the value bands per lot pair i.e. one of lot 4 and 5, one of lot 6 and 7, one of lot 8 and 9 and one of lot 11 and 12.
The number of suppliers we anticipate allocating to each lot and region are set out in the procurement documentation (see Document 1). PfH reserves the right to award places on the framework to a greater or fewer number of suppliers, depending on the bids received.

This Lot covers the survey, design, supply, installation, commissioning, testing, optimisation and handover of Solar PV technologies across domestic, commercial and public sector properties. Its purpose is to support PfH members in reducing carbon emissions, improving energy efficiency, lowering operational costs, and enabling progression towards net‑zero objectives through the deployment of high‑quality Solar PV systems.
Suppliers appointed to this Lot will be expected to deliver a full turnkey service, including:
•Initial surveys, energy assessments and feasibility checks.
•Detailed system design, performance modelling and integration planning.
•Commissioning, testing, performance verification and system optimisation.
•Training, handover, user guidance and ongoing support.

This Lot covers the survey, assessment, design, supply, installation, commissioning, testing and handover of insulation and fabric first energy efficiency measures for both domestic and commercial properties.
The aim of the Lot is to support members in delivering high quality building fabric improvements that reduce heat loss, lower running costs, improve EPC ratings and contribute to decarbonisation objectives. Contractors appointed to this Lot must be competent in delivering a full range of insulation systems, including:
•External Wall Insulation (EWI)
•Internal Wall Insulation (IWI)
•Cavity Wall Insulation (CWI)
•Underfloor Insulation (UFI)
•Room In Roof Insulation (RIR)
•Loft and Roof Insulation (including top up)
•Ventilation

This Lot covers the survey, design, supply, installation, commissioning, testing, optimisation and handover of Air Source Heat Pumps across domestic, commercial and public sector properties. Its purpose is to support PfH members in reducing carbon emissions, improving energy efficiency, lowering operational costs, and enabling progression towards net‑zero objectives.
Suppliers appointed to this Lot will be expected to deliver a full turnkey service, including:
•Initial surveys, energy assessments and feasibility checks.
•Detailed system design, performance modelling and integration planning.
•Commissioning, testing, performance verification and system optimisation.
•Training, handover, user guidance and ongoing support.

Value Band 1 - £0 to £2000000
This Lot covers the end to end delivery of whole house retrofit works, combining a fabric first approach with a broad range of decarbonisation and energy efficiency measures for both domestic and commercial properties. The objective is to support members in delivering high quality, technically compliant retrofit programmes that reduce energy demand, lower operational costs, and contribute towards long term net zero outcomes.
