Foster Care System: Planning, Organization, and Implementation of Full-Time and Emergency Foster Care according to § 33 SGB VIII for the Wetterau District Youth Welfare Office from 01.05.2025

This tender concerns the planning, organization, and implementation of full-time and emergency foster care services, as mandated by Section 33 of the German Social Code Book VIII (SGB VIII), for the Wetterau District Youth Welfare Office, commencing May 1, 2025. The objective is to increase the number of foster families across all categories based on demand.

The qualitative scope of work for the service provider, while the public youth welfare agency retains overall responsibility, includes: 1. Providing consultation, support, and care to foster parents for all foster placements supervised by the local youth welfare office within the Wetterau district. In exceptional cases, this may extend to families in or from adjacent districts, including providing support through official assistance channels. 2. Acquiring and qualifying prospective foster parents. 3. Developing and expanding the foster care system through proactive recruitment of additional full-time and emergency foster parents. 4. Collaborating and coordinating with stakeholders from the Wetterau District Youth Welfare Office during care planning. 5. Participating in the state working group on foster care. 6. Facilitating supervised contact arrangements and working with birth parents for children and adolescents in full-time and emergency foster care. The intention is to maintain high-quality foster care and increase the number of foster parents and families through innovative approaches.
