Profile of Experts Sought
STOOS is looking to expand its Philippines roster with qualified experts and trainers in a wide range of sectors, including but not limited to
WASH, health, nutrition, protection, GBV, child protection, education, food security and livelihoods, climate resilience, disaster risk reduction, shelter, social protection, TVET, economic empowerment, migration, gender, disability inclusion, peacebuilding, conflict sensitivity, and MEAL
.
STOOS also welcomes applications from experts with experience in
research design, qualitative and quantitative data collection, training facilitation, curriculum development, institutional capacity building, market assessments, youth employment, entrepreneurship, community engagement, safeguarding, accountability to affected populations, and humanitarian/development programme quality
.
Main Areas of Work
Selected experts may be contacted for future assignments involving
technical training, capacity building, sectoral assessments, programme evaluations, field research, tool development, data collection supervision, contextual analysis, report writing, quality assurance, and technical advisory support
.
Depending on the opportunity, experts may support
KIIs, FGDs, surveys, community consultations, workshops, technical reviews, training delivery, data analysis, and preparation of practical recommendations
tailored to the Philippines context.
Philippines Context and Relevant Experience
Candidates with strong knowledge of the Philippines’ humanitarian and development context are encouraged to apply, especially those with experience related to
disaster preparedness and response, typhoons and flooding, climate resilience, displacement, protection risks, public health, nutrition, WASH, education, livelihoods, social protection, gender equality, disability inclusion, migration, and community resilience
.
Experience working with communities in
urban, rural, coastal, island, disaster-affected, conflict-affected, or hard-to-reach areas
is highly valued. STOOS particularly welcomes experts who can work respectfully with
women, youth, children, persons with disabilities, indigenous peoples, internally displaced communities, migrants, fisherfolk, farmers, low-income households, and other vulnerable groups

Key Skills and Qualifications
Candidates should have relevant professional experience in one or more technical sectors and a strong understanding of the
Philippines context
, including local institutions, community structures, civil society actors, disaster risk management systems, access dynamics, and humanitarian/development priorities.

Strong candidates will demonstrate practical experience in
training, facilitation, technical advisory work, assessments, monitoring and evaluation, field research, community engagement, or programme implementation

Knowledge of
Do No Harm, safeguarding, PSEA, child protection, gender sensitivity, disability inclusion, ethical research, confidentiality, conflict sensitivity, and accountability to affected populations
is highly desirable.
Experience using digital tools such as
KoboToolbox, ODK, SurveyCTO, Excel, SPSS, Power BI, NVivo, or similar platforms
is considered an asset, depending on the assignment.
Language Skills
Fluency in
Filipino/Tagalog
is required for most field-based and community-level assignments.
Good working knowledge of
English
is strongly preferred, especially for assignments involving technical reports, donor documentation, training materials, data analysis, and communication with international teams.
Knowledge of local languages such as
Cebuano, Ilocano, Hiligaynon, Waray, Bicolano, Kapampangan, Pangasinan, Maranao, Maguindanaon, Tausug
, or other local languages is a strong advantage, especially for assignments in specific regions, island communities, conflict-affected areas, or indigenous communities.
