The ASEAN School of Regulation (ASR) was introduced and endorsed by the ASEAN Energy Regulators’ Network (AERN) in 2024 as a joint initiative of UNOPS-Energy Transition Partnership (ETP), ESCAP, and the ASEAN Secretariat to address regulatory capacity gaps for regional power trade.
Following Phase 1 and acknowledgement at the 43rd ASEAN Ministers on Energy Meeting in 2025, ETP/UNOPS, supported by the partners, is launching the ASR Phase II Call for Proposals to identify a suitable host institution for the School’s pilot implementation.
This Call for Proposals (CFP) aims to operationalise the School through the establishment of a secretariat and the piloting of training programmes, research activities, and knowledge exchanges related to regulatory harmonization and regional power trade.
