Deze overheidsopdracht wordt in de markt gezet door Woonmaatschappij !Mpuls Menen-Wervik, optredend als Aankoopcentrale in de zin van Artikel 2, 6° van de Wet inzake Overheidsopdrachten van 17 juni 2016. De Aankoopcentrale treedt in deze procedure op in eigen naam, maar namens en voor rekening van de volgende specifiek aangewezen woonmaatschappijen die het exclusieve recht hebben om op deze opdracht in te tekenen: Woonmaatschappij Vlaamse Ardennen, Woonmaatschappij Stek92 en Woonmaatschappij Woonsprong. Na de definitieve gunning sluit de Aankoopcentrale een overkoepelende raamovereenkomst af met de winnende inschrijver. De deelnemende woonmaatschappijen zullen op basis van deze raamovereenkomst via een afzonderlijke bestelbon of afnameovereenkomst volledig zelfstandig hun eigen licenties activeren. De uitvoering, operationele opvolging en de rechtstreekse, gescheiden facturatie gebeuren strikt per individuele entiteit op grond van de werkelijk afgenomen volumes.
