Dabei stehen vor allem grosse Ersatzinvestitionen im Bereich der haustechnischen Anlagen an (Heizung, Klima, Lüftung, Elektro). Gleichzeitig bestehen bei den Ge- bäuden räumliche Limitationen hinsichtlich der Nutzung und des Betriebs, welche durch gezielte Massnahmen soweit wie möglich behoben werden sollen. Es ist explizit keine Gesamtsanierung der Anlage geplant. Die Sanierung soll im laufenden Betrieb stattfinden. Eines der Gebäude, wie auch der namensgebende Rosengarten, stehen unter Denkmalschutz. Für die anstehenden Aufgaben sucht die Bauherrschaft ein geeignetes Generalplanerteam bestehend aus den Fachbereichen Architektur und Gebäudetechnik (HLKSE) mit ausgewiesener Erfahrung im Bereich des Bauens im Bestand.
