Planning GDRMA-HR Mittelhausen, Erfurt

SWE Netz GmbH is the gas and electricity distribution network operator active in Erfurt. Since 2021, it has been involved in the planning and preparation of the transformation of its natural gas distribution network to green gases, particularly hydrogen. As part of the implementation of this gas network transformation, planning for the construction of a new transfer station for natural gas and, prospectively, hydrogen (i.e., H2-Ready) southeast of the town of Mittelhausen is necessary. A gas pressure regulating and metering station (hereinafter GDRMA) is considered H2-Ready (hereinafter HR) if it is either already designed for operation with hydrogen of the 5th gas family according to DVGW-A G 260 or is designed in such a way that it can be converted for operation at the installation site. The GDRMA-HR serves for the reception, metering, pressure regulation, odorization, and forwarding of natural gas, as well as the possible admixture of hydrogen (hereinafter H2), from the upstream network of FERNGAS Netzgesellschaft mbH into the gas distribution network of SWE Netz GmbH. The target state of the GDRMA-HR is to forward H2 with a concentration of 100 mol% into the downstream network of SWE Netz GmbH. Due to the currently unknown availability of H2 from the upstream network, admixture of H2 up to a maximum of 20 mol% into the downstream network must be planned for the ramp-up phase of the GDRMA-HR. The subject of the present tender is therefore the creation and execution of planning services for the service areas (HOAI 2021) of buildings, open spaces, civil structures, structural design, and technical equipment for the construction of a new transfer station for natural gas (and prospectively hydrogen) at the Erfurt-Mittelhausen site (general planning contract). A phased award is not planned. Specific details on the scope of planning can be found in the task description. The award is expected to be completed in early Q2 2027. Planning and associated measures are to commence immediately after the order is placed. The planning office PLE Pipeline Engineering GmbH has been commissioned with the provision of planning services for Phase 1 (basic data determination, such as design and structure of the control line and installation plan of the building). The relevant documents will be provided to the companies invited to submit an offer in Phase 2, together with the invitation to submit an offer. SWE Netz GmbH is the client. The contractor will be commissioned by SWE Netz GmbH. The commissioning will be carried out in stages. Immediately upon conclusion of the contract, a commission will be issued in a first stage according to the service areas of HOAI 2021 up to Phase 4 "Approval Planning". In a second stage, if required, Phases 5 to 7 and, in a separate commission, Phases 8 and 9 of the individual object and specialist planning will be awarded in whole or in part. In further stages, the commission may be limited to individual or multiple service sections, to individual object and/or specialist planning thereof, or to individual basic or special services thereof. There is generally no legal entitlement for the future contractor to further, even partial, commissions beyond the first service stage. If an applicant wishes to carry out the structural execution of the planned measure, we point out that simultaneous application for planning services in this procedure and for construction execution is not permitted.
