The subject of the procedure are planning services for Technical Equipment Electrical according to HOAI 2021. Brief description of the initial situation: The Große Kreisstadt Schramberg has its own municipal gymnasium with a sports hall and a canteen. The school building and the adjacent municipal sports hall were built between 1970 and 1972. Accordingly, both building components now require increasing renovation and modernization efforts. The canteen, built in 2006 and 2007, is connected to the school building. In 2025, a measure plan was adopted to generally renovate the gymnasium as a whole; the sports hall will remain in its original condition for the first time. Renovation and modernization measures have been carried out at the gymnasium since the early 2000s. These were and are currently not based on a coordinated action or renovation plan established at the beginning, but were successively decided, planned, and implemented. As part of a fire prevention inspection in 2010, fire protection deficiencies were identified. As a result, an engineering firm created an object-specific fire protection concept for upgrading fire protection in three priority levels. In order to obtain an overview of possible pollutants before the start of construction work or intervention in the building fabric, the city commissioned a pollutant investigation. Initially, this concerned in particular the KMF (man-made mineral fibers) issue, which became apparent during the dismantling of the suspended ceilings. After the tender and dismantling of the suspended ceilings, anomalies in sanitary installations and further pollutants emerged, requiring further pollutant testing and remediation (including renovation of sanitary/ventilation, revision of corridor walls). The required specialist planning services HLS (heating, ventilation, sanitation) and electrical are being tendered Europe-wide according to VgV. There are already partial preliminary plans, which will be sent to the applicants in the second stage. As a result, based on the pollutant investigation, it was determined that the specialized rooms (chemistry, physics, biology) need to be renovated as a whole. According to the information, the pollutant investigations showed that no measures can be reasonably carried out in the specialized rooms without prior pollutant remediation. This affects all rooms; pollutants are present in every room, see Appendix "Presentation of the Action Plan" to the procedure description. Very high sums in the area of pollutants are to be processed, approximately 5-6 million Euros, so that the planning will account for a large part of the work here. The renovations are to begin in the summer holidays of 2028 and take place in blocks; the measures will be carried out with the users in the existing building; only at the beginning will containers be rented for Block A so that the users can be accommodated there. As soon as this is completed, the users will move back into Building A and Building B will begin. These are blocks from A to D. In 2025, a measure plan was adopted to generally renovate the gymnasium as a whole; the sports hall will remain in its original condition for the first time. For the overall project, total costs of EUR 37.2 million gross were estimated for implementation over 4 years.
