Plant Engineering Planning Lot

The objective of this project, "Utilization of waste heat from wastewater of the Erfurt-Kühnhausen wastewater treatment plant for feeding into the SWE Energie GmbH district heating network," is to achieve the company's goal. The intention is to utilize the waste heat potential from the treated wastewater of the wastewater treatment plant located in the Kühnhausen district. Through large heat pumps, which are to be housed in a machine room and connected to the medium-voltage grid, the thermal potential of the treated wastewater is to be made usable. This also requires a corresponding extension of the existing district heating network of the contracting authority. The overall project will be structured on this basis into a planning lot "Plant Engineering" and another planning lot "District Heating Network Expansion." The subject of this tender is the general planning for the first planning lot, Plant Engineering. The second planning lot, District Heating Network Extension, will be tendered separately. Within the scope of general planning, the following object and specialist planning services will be awarded: - Civil engineering structures - Outdoor facilities - Structural engineering - Technical equipment/electrical planning (including planning of the MSR connection to the central control system of the contracting authority in accordance with ITSiG requirements for KRITIS operators), - mechanical equipment - Noise report - Design survey - Fire protection report - Explosion protection report The services - Geotechnical investigation - Landscape conservation plan - Species protection will be awarded externally by the contracting authority; however, they must be specified by the future contractor by formulating a scope of work (as a special service), and the results of the external reports must be coordinated with their own services and integrated into the future planning. The commissioning is to be carried out in stages. Initially, upon conclusion of the contract, phases 2 to 4 (preliminary planning, design planning, and approval planning) will be awarded. The second stage includes phases 6 and 7 (with the creation of the functional service description and subsequent participation in the award of general contractor services). The third stage initially includes the review of detailed plans and the work and assembly plans of the future general contractor, corresponding to phase 5. Furthermore, the third stage also includes construction supervision in the form of client support and technical construction supervision (on-site construction supervision or object supervision) in phase 8. However, the future contractor has no claim to be awarded further stages beyond the first stage. The future contractor has the right to request an appropriate fee adjustment for the execution of further stages if more than 12 months have passed since the completion of the last commissioned stage without a further stage being transferred during that time (availability of resources). Should the contracting authority refuse an appropriate fee adjustment after the expiry of 12 months, the contractor may refuse further work. The services to be awarded (in stages) thus correspond to - phases 2 to 4 (regarding preliminary, design, and approval planning) - phase 6 (regarding the functional service description), - phase 7 (regarding participation in the award) - phase 5 (regarding the review of the general contractor's plans) - phase 8 (regarding construction supervision and technical construction supervision) of the various object and specialist planning services.
