Invitation for Bids (Procurement of Services) The KOICA HQ Procurement Team 1 intendsto invite foreign and local eligible Bidders for the Projectfor the “ Establishment ofthe FOUNA Dental Hospital and Capacity Building to improve Oral Health forPeople of Paraguay ” Brief of Bidding Bid Title Establishment of the FOUNA Dental Hospital and Capacity Building to improve Oral Health for People of Paraguay Summary of Services ㅇ Overall Project Management - Overall management of project implementation and performance (baseline/ midline/ endline surveys, annual interim monitoring, support for final evaluation, etc.) - Reporting on overall project activities and budget execution results - Monitoring project implementation progress and managing the quality of outputs (OD) - Project management and communication management with the partner country - Project risk management (internal and external risk identification and response) - Development and implementation of project communication and publicity plans ㅇ Improvement of FOUNA Dental Hospital Infrastructure (Advisory Support for Construction and Equipment) - Provision of advisory support and finalization of the space program for the new dental hospital (including relevant annexes) - Development and support for the medical equipment procurement plan (including bidding documents) ㅇ Strengthening the Operational Capacity of the FOUNA Dental Hospital - Development of a master plan (including curriculum reform, revenue-based management design, marketing and communication strategy, improvement of clinical operation and service quality, digital transformation plan, sustainability strategy, human resource planning, equity strategy for vulnerable groups, governance and organizational management) - Implementation of local capacity-building training programs (clinical training on dental treatment for persons with disabilities, clinical and oral pathology training for oral cancer, inpatient care and management training, workshops on establishing dental service systems for low-income and vulnerable groups, operational management capacity building, HIS user training) - Organization of invitational training programs in Korea for senior-level and mid-level managers ㅇ Expansion of Community Oral Health Services - Implementation of school-based oral health services - Provision of oral health services for persons with disabilities - Oral health services for elderly residents in care facilities - Oral health services for residents in low-income communities - Program for identification and surgical treatment of cleft lip and palate patients - Early diagnosis and management program for oral cancer patients * Please refer to the attached RFP (Korean version) for detailed information. Selection of the Successful Bidders: a) Conclusion of contract by negotiation(technical proposal (90%) and price quotation (10%)). b) The Company with ahigh overall score have priority of negotiation. c) Bidders thatreceive less than 85 out of 100 points at the technical proposal evaluationshall be disqualified from negotiations. d) Bidders mustsubmit a price below the budget limit, and if it exceeds this, the biddersshall be disqualified from negotiations. e) Conclusion of contract by negotiation .
