Rakennuttaja on Helsingin kaupungin kaupunkiympäristön toimialan Yleiset alueet -palvelu, joka toimii myös YSE 98 mukaisena tilaajana. Urakkamuotona on kokonaisurakka, jossa työhön valittu urakoitsija toimii YSE:n ja Suomen lainsäädännön tarkoittamana pääurakoitsijan asemassa toimivana päätoteuttajana. Urakoitsija vastaa työmaan johtovelvollisuuksista ja työmaapalveluista. Urakoitsijaksi valittiin kokonaistaloudellisesti edullisimman tarjouksen antanut tarjoaja.
