Obwałowanie chroni dolinę Dęblin-Masów położoną pomiędzy Lotniskiem w Dęblinie, a mostem kolejowym na odcinku ujściowym do Wisły. Obszar ten zamieszkuje około 4 tys. mieszkańców. Zagrożone powodzią są budynki mieszkalne, gospodarcze, użyteczności publicznej i infrastruktury oraz drogowej a zwłaszcza obiektów wojskowych Bazy Lotnictwa Wojskowego w Dęblinie Powierzchnia chroniona wałami przeciwpowodziowymi wynosi ok. 10,8 km2.
