Original language: csPředmětem plnění veřejné zakázky je zajištění poskytování distanční zdravotní služby (dále také „služba“) prostřednictvím online komunikační platformy, která umožní operátorům zdravotnického operačního střediska Zdravotnické záchranné služby hl. m. Prahy (dále také „ZZS HMP“) předat volajícího z tísňové linky 155 v indikovaných případech odborné telemedicínské konzultaci. Služba zajistí, aby v případech, kdy potíže volajícího nejsou akutní a není indikován výjezd posádky zdravotnické záchranné služby (dále také „ZZS“), mohl být volající po úvodním vyhodnocení přepojen na poskytovatele distanční zdravotní péče, který jej převezme do své péče, provede odbornou konzultaci a v případě potřeby zajistí další kroky (např. vystavení e-receptu či doporučení k osobnímu vyšetření). Distančními zdravotními službami se rozumí služby poskytované mimo zdravotnické zařízení prostřednictvím dálkového přístupu, za použití informačních a telekomunikačních technologií nebo zdravotnického prostředku, jejichž účelem je posouzení a nastavení individuálního léčebného postupu, popř. navržení jeho změny nebo doplnění, a další konzultace podporující rozhodování pacienta ve věci poskytnutí zdravotních služeb prováděné dalším poskytovatelem zdravotních služeb nebo zdravotnickým pracovníkem, kterého si pacient zvolil. Dodavatel Služeb je schopen poskytnout nejen softwarové řešení, ale i zajištění poskytovatelů zdravotních služeb, kteří distanční zdravotní služby poskytují prostřednictvím online komunikační platformy nepřetržitém provozu 24 hodin 7 dní v týdnu pro vybrané případy volání na linku 155, u kterých není indikován výjezd ZZS. Distanční zdravotní služby budou poskytovány bez omezení věku pacienta, tj. dospělým pacientům i dětem a dorostu ve věku 0-18 let, prostřednictvím dálkového přístupu ve vlastním sociálním prostředí pacienta, popř. v místě jeho aktuálního výskytu, v souladu se zadávacími podmínkami, na profesionální úrovni, v souladu s platnými a účinnými právními předpisy České republiky a při zachování etických a morálních hodnot chování pracovníků ve zdravotnictví. Poskytované distanční zdravotní služby neslouží k poskytování neodkladné ani akutní péče ve smyslu definic těchto pojmů uvedených v zákoně č. 372/2011 Sb., o zdravotních službách a podmínkách jejich poskytování, ve znění pozdějších předpisů. Distanční zdravotní služby nenahrazují komplexní poskytování zdravotních služeb, leč slouží jako alternativní kontakt mezi pacientem a poskytovatelem zdravotních služeb.
