Original language: csPředmětem plnění zadávané veřejné zakázky (dále jen „veřejná zakázka“) jsou právní služby a právní poradenství v režimu zákona č. 85/1996 Sb., o advokacii, konkrétně poskytování právních služeb a poradenství v oblasti dotací, veřejné podpory a práva EU, a to z pozice jak příjemce, tak poskytovatele dotací či veřejné podpory v rozsahu dle Rámcové dohody (příloha č. 1 zadávací dokumentace): • Veřejná podpora / dotace – nastavení režimu podpory a compliance projektu (stanoviska k nastavení podpory ve vazbě na výzvu, konzultace s řídicími orgány, výklad pravidel, tržní analýzy, posouzení souladu realizace s přidělenou podporou, poradenství ve vztahu k pokynům a metodickým dokumentům COCOF); • Finanční kontrola / rozpočtová pravidla – obrana v kontrolních a odvodových věcech (námitky proti protokolu o kontrole, odvolání proti platebnímu výměru, stanoviska k porušení rozpočtové kázně, prekluzivní lhůty u odvodů); • Veřejná podpora – odborné analýzy/případové studie (zejm. de minimis, čl. 107 SFEU); • Dotační programy – právní konzultace; EU compliance mimo dotace/podporu (GDPR, eIDAS) (metodiky, doporučení, související poradenství); • Právo EU – posouzení notifikační povinnosti technického předpisu; • Veřejná podpora v oblasti služeb obecného hospodářského zájmu.
