Original language: slNaročnik je objavil postopek vzpostavitve dinamičnega nabavnega sistema (v nadaljevanju: DNS). Javno naročilo se vodi ob upoštevanju pravil omejenega postopka v skladu z 41. členom ZJN-3, razen pravil glede dolžine roka za prejem prijav za sodelovanje in roka za prejem ponudb ter drugih pravil, kot so opredeljena v 49. členu ZJN-3, ki ureja DNS in predmetnih splošnih pogojev izvajanja dinamičnega nabavnega sistema. Vse, kar se v tej dokumentaciji nanaša na ponudbo, smiselno enako velja tudi za prijavo v DNS. DNS je popolnoma elektronski način naročanja, ki je med celotnim obdobjem veljavnosti na voljo gospodarskim subjektom, ki izpolnjujejo pogoje za sodelovanje. DNS se vzpostavi za obdobje 12 mesecev od poteka prvega roka za prijave. Naročnik ima pravico trajanje DNS podaljšati ali kadarkoli predčasno zaključiti skladno z veljavno zakonodajo. Predčasno prenehanje dinamičnega nabavnega sistema ne vpliva na izvedbo in dokončanje že oddanih posameznih javnih naročil. Naročnik bo obvestilo o spremembi obdobja veljavnosti DNS objavil na portalu javnih naročil skladno z enajstim odstavkom 49. člena ZJN-3. Naročnik bo v okviru predmetnega javnega naročila lahko oddajal tudi naročila za potrebe projekta oziroma programa, ki se financira s sredstvi EU, in sicer zlasti za potrebe izvedbe projekta v okviru izvajanja Mehanizma za okrevanje in odpornost, in sicer »Javni razpis za sofinanciranje postavitve javno dostopne polnilne infrastrukture za električna vozila« (oznaka: JR NOO REPWR PPEV 2025). Vsakršno sporočanje in izmenjava informacij v okviru predmetnega DNS med naročnikom in gospodarskim subjektom, ki je zainteresiran za dostop do sistema ali je že vključen v sistem, z izjemo obvestil (obrazci EU) in pojasnil v prvi fazi, ki se objavijo na portalu javnih naročil in glede na vrednost, tudi v Uradnem listu Evropske unije, se izvaja kot je zapisano v točki 3.1. in točki 3.2., glede na posamezno fazo DNS.
