CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A PROCUREMENT SPECIALIST

Start Date: 05/13/2026 – Deadline: 06/10/2026

1. The Government of the Republic of Guinea has received financing from the World Bank (IDA) to finance the Guinea Health System Transformation Project (PT2S) for the Ministry of Health and Public Hygiene. It is intended that part of this Financing will be used for the Recruitment of a Procurement Specialist within the Project Management Unit.

2. MISSIONS AND MAIN TASKS

Reporting directly to the Project Coordinator, to whom they will report on their activities, the mission of the Procurement Specialist is to provide overall technical support to the PMU/Executing Agency and the project beneficiary structures, in the framework of procurement and contract execution, in compliance with the World Bank's usual procedures.

In this capacity, they will be responsible for:

• developing and/or periodically updating, or when the need arises, the PPSD/Procurement Plan and ensuring its perfect implementation;
• planning, preparing, and coordinating the procurement schedule for Consulting Services, Works, Goods, and Non-Consulting Services for each sub-component;
• providing advisory support in procurement matters to the Project Coordination Unit, executing agencies, and all beneficiary structures;
• carrying out the physical and electronic archiving of procurement files on the STEP (Systematic Tracking of Exchanges in Procurement) platform;
• developing and executing a capacity building program in procurement for the managers of the PMU, executing agencies, and beneficiary structures;
• developing market management tools adapted to the project's needs;
• developing mechanisms for monitoring contract execution;
• developing control mechanisms, procedures, and practices necessary for the integrity of the procurement system;
• obtaining the World Bank's no-objection on the documents prepared (Procurement Plans, Terms of Reference, Bid Evaluation Reports, Contracts...) in accordance with applicable Regulations and Procedures when required;
• taking appropriate measures for the timely signing of contracts;
• identifying sources of delay and bottlenecks in the procurement and contract execution process and proposing improvement measures.
• providing advisory support in the bid opening, evaluation of offers, and contract award proposal phase;
• examining all outgoing correspondence concerning procurement to ensure that mail has received adequate treatment in full compliance with the rules;
• diligently handling complaints received within the framework of procurement processes and contract management, in compliance with applicable Rules and Procedures;
• developing and implementing a skills transfer program through training and capacity building in procurement for all public/private stakeholders involved in project implementation;
• preparing and acting as an interlocutor during supervision missions, ex-post procurement reviews, or independent audits;
• carrying out any other tasks related to the function of Procurement Specialist

3. CANDIDATE PROFILE

To be eligible, candidates must demonstrate a high level of integrity and:

• Hold a BAC+4 degree in Engineering Sciences, Public Administration, Commercial Law, Economics, Management, or any equivalent degree;
• Professional experience: minimum 5 years, including at least 3 years as a Procurement Specialist for co-financed projects, or at least 5 years as a Procurement Analyst/Assistant;
• have excellent knowledge of procurement practices in general and the procurement rules and procedures of funding agencies, particularly the World Bank and the African Development Bank, as well as the project cycle;
• also have good knowledge of Guinea's public procurement system;
• have excellent knowledge of spoken and written French; knowledge of English would be an asset;
• have good problem-solving skills related to public procurement;
• have computer literacy in common software (Word, Excel, PowerPoint, Internet Explorer, and other communication tools); knowledge of STEP would be an asset;
• have good communication and teamwork skills.
• Having completed procurement training provided by the Bank is an asset.

References must be accompanied by certificates of services rendered issued by the beneficiaries of the services, indicating the project description and the scope of the contract. In the absence of these documents, the declared experience will not be taken into account.
