Procurement Details (1) Item Classification Number: 71, 27 (2) Title and Quantity of Purchase, etc.: Data analysis and report implementation using Power BI (Food Recycling Act Electronic Reporting, Evaluation, and Disclosure System) - One lot (Subject to electronic bidding and electronic contract procedures) (3) Specifications of Procurement Item: As per the tender documentation. (4) Fulfillment Period: From the date of contract conclusion to March 31, 2025. (5) Fulfillment Location: As per the tender documentation and specifications. (6) Bidding Method: The successful bidder will be determined by a comprehensive evaluation and bidding method. Therefore, please submit documents related to performance, functions, technology, etc. pertaining to the proposal (hereinafter referred to as "Documents for Comprehensive Evaluation"). When determining the successful bidder, the bid price will be the amount written on the bid form plus an amount equivalent to 10 percent of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders, whether they are taxable businesses or tax-exempt businesses for consumption tax and local consumption tax, should write the amount equivalent to 100/110 of the estimated contract amount on their bid form. 2. Qualification for Participation in Competition (1) Must not fall under the provisions of Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Minors, persons under guardianship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under special circumstances as stipulated in the said Article. (2) Must not fall under the provisions of Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. (3) Must be graded 'A', 'B', or 'C' in the 'Provision of Services' category for the Ministry of Agriculture, Forestry and Fisheries' competitive participation qualifications (unified qualification for all ministries and agencies) for fiscal years 2025, 2026, and 2027. (4) Must possess the qualifications specified by the official in charge of disbursement of expenditures based on the provisions of Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting. (5) Must not be in a period of suspension of designation for contracts for manufactured goods, purchased goods, or services, etc. with the Ministry of Agriculture, Forestry and Fisheries Headquarters, in accordance with the "Measures for Suspension of Designation for Contracts for Manufactured Goods, Purchased Goods, and Services, etc.". (6) Other qualifications for participation in competition are as per the tender documentation. 3. (6) Method of Determining the Successful Bidder: The successful bidder will be selected from among those who submitted bid forms with Documents for Comprehensive Evaluation, which the official in charge of disbursement of expenditures has determined can fulfill the procured item stated in this notice, and who have proposed performance, functions, technology, etc. (hereinafter referred to as "Performance, etc.") that meet all minimum requirements, as determined by the comprehensive evaluation method specified in the tender documentation, within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning the Budget, Auditing and Accounting. However, if it is recognized that the contract may not be performed in accordance with its terms by the successful bidder due to their bid price, or if it is recognized that concluding a contract with that person would disrupt the order of fair trade and be extremely inappropriate, another bidder who has submitted a valid bid within the limit of the estimated price and has the highest evaluation may be selected as the successful bidder.
