Agency: UNDP | Reference: UNDP-CRI-00214 | Type: Call for individual consultants Country: Costa Rica Description of the assignment: Consultancy for the collaborative development of the Communication Protocol for the Implementation of GeoSINIRUBE 1.0 (local consultancy) Location of the consultancy: San José, Costa Rica Contract duration: 45 working days, within an estimated period of 2.5 months Contract type: Individual Contract General Introduction, Description of the Assignment: The National System for Information and Unique Registration of State Beneficiaries (SINIRUBE) is the official platform of the Costa Rican State for the management, integration, and analysis of social information. Within the framework of strengthening the adaptive social protection approach, GeoSINIRUBE is being implemented, a geospatial tool designed to link social data with territorial, climate, and risk information, in order to improve decision-making and the prioritization of vulnerable households in the face of climate change impacts. GeoSINIRUBE is a strategic tool of the Ministry of Human Development and Social Inclusion and IMAS, which allows identifying households vulnerable to climate events by integrating social, territorial, and risk variables. In the PAF25-Q2-15 cycle, the Government of Costa Rica requested support to advance in phases III to VIII of the GeoSINIRUBE development. One of these phases is the development of a Communication and Interoperability Protocol, which will define consistent, secure, and coherent information flows between the institutional systems that feed SINIRUBE, enabling the operation of GeoSINIRUBE 1.0 within the Social Information Registry (RIS). Among the main activities are: o Identification of interoperability needs o Development of the draft Communication Protocol o Inter-institutional technical validation The contract will have a duration of 45 effective working days, within an estimated period of two and a half months from its signing. The amount must include fees, expenses, per diems or accommodation, and applicable taxes. Payments will be made in Costa Rican colones upon approval of the deliverables, under the supervision of the designated UNDP Programme Officer. The proposal must be submitted directly on the portal before the indicated deadline. Any request for clarification must be sent in writing through the messaging functionality on the portal; UNDP will respond in writing, including an explanation of the query for the information of all interested parties, without identifying its source.
