Após a realização da fase de apresentação de propostas e disputa de lances, o certame encaminhou-se para a etapa de Prova de Conceito (POC) e julgamento técnico. E , no curso do procedimento, a licitante OGT Construções Ltda. apresentou sucessivas impugnações e recursos administrativos (Processos nos 002094/2026, 00261912026 e 003322/2026) questionando irregularidades graves na condução das sessões práticas, tais como a restrição de gravação das sessões, a lavratura extemporânea e em bloco de atas com defasagem de até 62 dias, além da completa ausência de ato formal de designação da Comissão de Avaliação da POC. DECISÃO.
