CONSULTING SERVICES FOR PREPARATION OF THE MASTER PLAN, DETAILED DESIGN, BIDDING DOCUMENTS AND SUPERVISION FOR EXPANSION WORKS FOR ANGOCHE, ILHA DE MOÇAMBIQUE AND NACALA WATER SUPPLY SYSTEMS
The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MOPHRH), has received financing from the World Bank under the Urban Water Security Program (P509890), to be implemented in the Greater Maputo Metropolitan Area and the Southern Region, and intends to apply part of the proceeds toward payments under the contract FIPAG/UWSP/CON-03A/25 – Consulting Services for Preparation of the Master Plan, Detailed Design, Bidding Documents and Supervision for Expansion Works for Angoche, Ilha de Moçambique and Nacala Water Supply Systems.
This activity will, in part, support FIPAAS in preparing a comprehensive water supply master plan, including detailed engineering designs, bidding documents and provide supervision services for water sources development, water treatment plants, transmission mains and network expansions. The assignment also aims to ensure that water demand is adequately met through the identification and prioritization of immediate investments in facilities for the 2030 planning horizon, intermediate interventions for the year 2040, and ultimate system development for the year 2050 in the Municipalities of Angoche, Ilha de Moçambique, and Nampula (including the districts of Ribáuè, Murrupula, and Meconta).
- The Water Supply and Sanitation Investment and Assets Fund (FIPAAS) invites eligible firms (“Consultants”) to express their interest in providing the services. Interested Consultants must provide valid information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.).
- Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, 6th Edition, February 2025, setting forth the World Bank’s policy on conflict of interest.
- The Consultant shall be a reputable Civil Engineering Consultancy firm with at least 15 years’ experience in urban water engineering, including 10 years’ experience in Master plans, feasibility studies and construction projects for water catchments, water treatment plants, pipelines, pumping stations, reservoirs (underground, semi-supported, supported and elevated), distribution networks and distribution centres. The Consultant shall hold Environmental and Social study licence issued by recognised governmental entity; and must be fully familiar with Mozambique's procurement procedures and the construction of projects in developing countries. The above experience should include i) surface and groundwater abstraction for urban use, ii) water treatment process design including rapid sand filters, removal of iron, manganese and other heavy metals, iii) pumping and lift stations.

- The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method as set out in the Procurement Regulations.
