REPUBLIC OF MOLDOVA

GEF/WB  Project: Restoring ecosystems for marine pollution prevention” (ReMaP) (P505546) and upcoming “Expanding Sustainable Land and Biodiversity Management” TerraMoldova (P514338)

Assignment Title: Procurement consultant

Reference No. (as per Procurement Plan): MD-NOIEP-573625-CS-INDV

Moldova “Restoring Ecosystems for Marine Pollution Prevention” (REMAP) Project, financed by the Global Environment Facility (GEF) and supported by the World Bank, is implemented through the National Office for the Implementation of Environmental Projects (NOIEP) under the Ministry of Environment (MoE). REMAP is a flagship national initiative promoting Nature-based Solutions (NbS) to restore ecosystems and reduce land-based pollution in the Dniester River Basin. The project aligns with Moldova’s priorities under the EU approximation agenda, the Kunming–Montreal Global Biodiversity Framework, and the Paris Agreement, demonstrating that healthy, community-supported ecosystems underpin climate resilience and sustainable livelihoods.

TerraMoldova’s development objective is to reverse ecological decline in Moldova's landscapes by scaling SLM practices and NbS-based restoration across priority ecosystems. The project is structured around three components: (i) strengthening knowledge, capacity, and environmental governance for EU alignment, including modernizing biodiversity monitoring systems and establishing a national ecological knowledge platform; (ii) revitalizing biodiversity and SLM through field-based NbS interventions across wetlands and riparian corridors (at least 250 ha), degraded forest landscapes (at least 500 ha), and agroecosystems including vineyard mosaics (at least 500 ha); and (iii) project coordination, M&E, and knowledge management. Site selection is guided by the NNRP and the ReMaP project assessment, targeting ecological corridors, buffer zones, fragmented forest blocks, erosion-prone slopes, and priority catchments. The project is expected to generate indirect ecological benefits across an additional 2,500–3,750 ha beyond its direct intervention areas.

TerraMoldova is designed to complement REMAP: while REMAP addresses the broader institutional and administrative framework for land management, TerraMoldova delivers targeted field-level NbS and ecological restoration within that framework, focusing on high-value ecological zones and biodiversity conservation. The two projects share a common vision of sustainable land management and climate resilience, and their activities are coordinated to maximize synergies — including through shared site prioritization informed by the ReMaP assessment — while remaining technically and operationally independent. Both projects are implemented through NOEPI, which operates under the MoE and serves as the fiduciary agency.

The procurement consultant will play a crucial role in assisting the Project Coordinator and Project team with the effective implementation of the operational procurement system. This will be done in full compliance with the financing agreement, project operational manual for both RE-MAP TerraMoldova in one document (updated accordingly including TerraMoldova Project), and the procurement regulations set forth by the World Bank (WB). The Procurement Specialist’s primary responsibility is to ensure smooth, transparent, and efficient procurement processes throughout the life cycle of the project.

The minimum qualifications and experience for this position are:

  • University degree/master’s degree in economics, law, public administration or related fields.
  • Demonstrated practical experience and in-depth knowledge of procurement rules and procedures of the World Bank and/or international organizations or agencies as international donors.
  • At least 5 years of working experience as a procurement specialist (consultant) in projects financed by the IFI and/or similar international organizations/agencies.
  • Knowledge and practical experience working with the World Bank’s procurement systems, including experience in the Bank’s STEP will be an asset and will be given significant weight in the evaluation.
  • Advanced knowledge of Romanian and English (spoken and written).
  • Excellent knowledge of computer applications (MS Office suite, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
